This paper covers 14 principles and values, rooted in the fundamental moral ideals of the American nation, that can guide policy decisions and choices about health care reform. They are useful not only in debates about changes and proposed reforms of the health care system and in attempts to reach consensus on them, but also as the performance of the health care system is assessed over time and refined.
