All flights within the territory of the People's Republic of China are under the unified control of the State. The flight control throughout the country is under the leadership of the Air Traffic Control Commission of the State Council and the Central Military Commission. The overall flight control within the territory of the People's Republic of China is under the unified organization and implementation of the Air Force of the People's Liberation Army, and the various relevant flight control departments shall provide air traffic control service in accordance with their respective division of responsibilities. The airspace are composed of prohibited areas, restricted areas or danger areas, flight information areas and control areas which is divided as A, B, C, D level. Reform of China's Low-altitude Airspace Management is in the process. China divides low-altitude airspace into airspace under control, airspace under surveillance and airspace under reporting, and try classified management according to different models. There are a lot of theoretical and practical problems in the classification and division of airspace in china from the perspective of promoting rapid and sustainable development of aviation industry. Classification of airspace for civil aviation are not inform with ICAO International standard and there are all controlled airspace without any airspace without any surveillance or control. And the proportion of the low-altitude reporting are low and not actually implemented which impede further development of General aviation and UAV The leadership of the Air Traffic Control Commission of the State Council and the Central Military Commission only has an empty title and the air force are under control of most resource of airspace. Even though the lack of smooth communication and authorization chanel in air force cause inefficiency in the utilization of airspace which could not support upon Civil Aviation Administration, but there are no remedy at law for them.
