영문초록 : In the course of the movement of establishing Korean nation's independent reunified state after being liberated from Japanese colonial reign, liquidating vestiges of Japanese imperialism was a historic task. Of all the vestiges, the most important task was punishing pro-Japanese forces for oppressing national liberation forces and Korean people. The task of liquidating pro-Japanese forces was not completed on account of the US. Army Military Government in Korea(USAMGIK) supporting pro-Japanese forces directly or indirectly, but it was still an important task after a sperate South Korean Government (SKG) was established. As a result, the young faction among the constituetnt national assembly established through a separate eletion in South Korea in 1948 organized Pan-Min-Tewk-Wee(PMTW : a special investigation committee of antinational activists). The organization of PMTW has been valued as both a severe task and a nation-wide feat. But, the action of PMTW was disappointing, the make matters worse, resulted in acquitting pro-Japanese forces legally. A majority of personnel participating in establishing SKG changed themselves from pro- Japanese forces to pro- American ones after Korean national liberation. Under this condition, it was almost impossible to punish pro-Japanese forces legally. Nevertheless, with the aid of the conflict between Lee Seung-Man (the then president) and Han-Min party, the Constituent Assembly with the young fraction in the center could organize PMTW and begin the action for punisting pro-Japanese forces. The action of liquidating them was consistent with the demand of the age, on the other hand, it could have upset the foundation of Lee-regime. The conflict between Lee and Han-Min party worked to the advantage of the action of PMTW. At the same time, there was every probability that the task of liquidating pro-Japanese forces would be dealt with according to each political interest. In other words, the proposal for Pan-Min-Bub(PMB : a law against anti-national activists) not only includes the restoration of the natoinal spirit but also the attack of the National Assembly on Lee -regime. PMB more or less reflected the then peoples wish for punishing pro-Japanese forces, but it lacks differnces on anti-national criminal act and it reduced limits on national traitors. As is stated above, the limits of PMB prevented PMTW from punishing pro-Japanese forces throughly. On top of it, main members of PMTW was passive in punishing pro-Japanese forces from the view-point of politics The goal of PMTW was obscure and weak. In addition, Lee-regime and pro-Japanese forces meant to collapse PMTW and continued to disturb the act of PMTW. The strength of the investigation and punishment of pro-Japanese forces got weaker according as the objects of punighment was handed over by the upper investigation unit in P·M·T·W as well. As a result, the act of PMTW was finished in vain. The study of PMTW up to now was focused on the restoration of its historic righteousness. It was successful in a sense. While the existing studies stressed only the restoration of its righteousness, it was thought that they neglected the construction, act, and limits of PMTW and that they led to the grave obstacles to continuity of the study because of uniform conclusion on the collapse of PMTW. That is, the theory that 'its intention and act was good, Lee-regime and pro- Japanese forces' disturbance made it fail to obtain meaningful product lacked concrete analyses on the existing result of the study and its interior limits. In the years from 1948 till 1949 when PMTW was organized and worked, Korean national division was the most important. No other political than some ultrarightists took part in constituting the institutional politics. Under these conditions, how could the pronouncement of PMB and the organization of PMTW make serve? Only a few up to now tried to examine PMTW and understand its failure diversely in relation to the matters remarked above. Therefore, the primary task for the study of PMTW required at the very moment to explicate its internal structure. In the past study, the members of PMTW and its investigation process, which are the core for the understanding of its internal matters. The reason that the members of PMTW and its examination process are the core is that they are the most radical elements that show us the then political influenced PMTW. The study of PMTW for that time provides us with the important fact in connection with liquidation of vestiges of Japanese imperialism ; it implies current meaning. But the fruit of the study dosen't progress further. Now, we must estimate and admit PMTW as it is. It requires the main group to wind up colonial vestiges.
