520 b영문초록 : The purpose of this study is to establish neighborhood as planning region which made the performance of the efficient urban activities. In Pusan metropolitan area, the walking area of the essential urban facilities is created as the first neighborhood unit to introduce planning region by Dong(an administrative unit). Average distance of a school district in Pusan is 445m. This is valid because of shorter than Perry's neighborhood, 800m. But because the longest distance is 937m and 38.5% if the whole is over the average, educational environment in Pusan is generally poor with basic problems from an educational point of view. According to marketing district, average walking distance of the whole market is 672m. Because a market supports 2.3dong, and there are many department stores, supermarkets, C.V.S.(convenience store), a market in Pusan isn't considered as neighborhood facility. But if the newly developed market in a apartment is considered as a private market, a market can be called a neighborhood facility. In a view of the medical examination and treatment, average walking distance in Pusan is measured as 481m. This proves a clinic to be a neighborhood facility. The distribution character is the concentration on arterial roads that can rise accessibility. Using three walking distance above, if the average distance, 533m, is considered as the basic walking distance, the assumed area is measured as 89ha, Generally, the areas which are over the average have much more residential area, such as Ku-seo, Nam-san, Pu-gok2, Keum-sa, An-rak2-3, Keo-jel, Yun-ji, Kae-Keum2, Hwa-myung, Ku-po, Kwea-beop, Dae-yun3, Yong-hol, Mang-mil, Ha0dan, Tang-ni, Ban-yeo, Wool, Joong1 Dong. If this area, 89ha, is compared with the area of administrative Dpng, some of the whole, 83%, are smaller than the area, 89ha, and the others, 17%, are smaller than the limit area of the neighborhood, 400ha. Therefore, administrative Dong is proved to be the first settlement region that is the neighborhood, using a walking district. With the neighborhood above, the second settlement region can be established using the statistics method. That has a neighborhood center, a elementary school, and this has district centers, such as two or three middle schools, a high schools departments. To take statistics, the datas that reflect the socio-economical characters of the unit area(the legal Dong) are the developed area, population, the highest land value, and the floor area for resident, commerce, business, industry, and education-culture. As the result of the principal component analysis, the first factor explains 50.4% of the whole values, as urbanization index, and the second factor, 21%, as commercial-business index, and the third factor, 14.9%, as industrial index. And as result of the cluster analysis using the principal compont scores, the number of the urban settlement regions which were established by Ward's method are 30. The numbers are smaller than them in the master plan of Pusan(1992). Using above-mentioned results, the alternative settlement regions which reflect the real conditions of Pusan city and level up the service to the civilian, are established. The effects of this region are as follow ; First, the settlement region for the urban service and administrative efficiency, Second, a low-ranking planning unit of land development. Third, a urban planning unit for reformation of educational environment. Forth, a basic planning unit for introduction of new the transportation system. And finally a planning region for Infra Structure ans reuse system of water.
