우리나라 지방자치단체의 물관리 업무구조는 어떻게 변화하고 있을까? 현재 지방자치단체의 물 분야 행정제도는 외부 환경요인과 관성에 의해 제도 변화의 방향성이 상충되는 상황에 놓여 있으며, 물관리 업무의 분화와 통합에 대한 이해관계자들의 의견차이도 계속되고 있다. 이에 본 연구는 17개 광역자치단체의 물 분야 행정을 대상으로 분업구조의 특징과 변화를 전체 및 유역별 부문별로 실증 분석하고 정책적 함의를 제시한다. 특히 본 연구에서는 이원모드 네트워크 분석을 활용하여 ‘행정조직’과 ‘물 정책’ 간 연결구조를 중심으로 2021년과 2023년 광역자치단체 물 분야 행정의 분업구조의 규모와 강도를 비교・분석한다. 분석결과, 전체 광역자치단체 물 분야 행정의 분업구조규모는 일정 수준으로 유지되고 있으며, 유역별 부문별로 보았을 때는 일부 증감하여 근소한 편차가 있었다. 또한, 분업구조의 강도는 다소 높아졌으나 담당 행정조직 수에 변화가 없는 물 정책도 큰 비율을 차지하고 있으며, 담당행정조직 수가 감소한 물 정책의 비율은 적은 것을 확인하였다. 따라서 향후 지방자치단체 물 분야 행정제도 개편을 위해서는 분업구조의 제한적인 변화와 유역별 부문별 특성을 고려해야 하고, 조직 구조와 기능을 연계한 관점에서 조직 진단 및 관리가 필요하며, 이와 관련하여 정부조직 구조 또는 구성에 관한 풍부한 학술적・경험적 논의가 이뤄져야 할 것이다.
This study aims to explore the changes in the division of work in water administration of 17 metropolitan governments and suggest meaningful implications. After the central government reformed the national water administrative system in South Korea, local governments are facing the situation of whether they would change their water administrative systems which are affected by external environmental factors or institutional inertia. Furthermore, there are varying opinions on how to differentiate and integrate water management tasks among practitioners or scholars. This study empirically analyzes the structural changes in water administration of 17 metropolitan governments, focusing on the connection between local administrative organization and water policy as the division of work. By using two-mode network analysis, this study describes and compares the scale and intensity of the division of work in water administration of metropolitan governments in 2021 and 2023. The results show that the scale of the division of work in local water administration has been maintained at the existing level, while the intensity of the division of work in local water administration has slightly increased. Also, there are a few differences in the structural changes in the division of work by watersheds and water policy sectors. Based on the results, this study discusses some practical implications of the function-oriented organizational structure and change for integrated water management and organizational redesign in local governments. This study emphasizes that academic and practical approaches to the division of work of government organizations are important for the reorganization of local governments in the future.
