As the so-called "Black out" unprecedented situation has happened, causing power outages and electricity rate increases, a national concern when it comes to energy savings is higher ever. The Seoul city as not only central government but local government has attracted energy-saving policy. Park Won-soon, the mayor of Seoul, established "the project to reduce one nuclear power plant" as a campaign to the public. In addition, Carbon Point Program (Environment Ministry) and Eco-Mileage Program (Seoul city) were introduced. In this situation, it is necessary to come up with an effective alternative through evaluation of performance on energy savings policy pursed by the government in the meantime and analysis of its limitation. As evaluation result of the effectiveness from the project, goals initially established were exceeded. Those of member registration and energy savings are the same. The result of evaluating the effectiveness of the project shows that the reduction of energy savings 1TOE takes one million won and it appears to be efficient in comparison with other program. Most of all, this project is very attractive given that the way is not the energy production system but is energy-saving and cost less, etc., comparing with investment in renewable energy. As a limitation of the study, we failed to clear up the cause of difference between energy-saving adaptive households and ineffective ones.
