연구목적 이 법이 제정된 지 3년이 지난 현 시점에서 민식이법과 어린이보호구역에서의 적지 않은 변화에 대해 알아보고, 입법 당시부터 제기된 ‘과도한 처벌’과 ‘제한속도’에 대해 다시 살펴보고자 한다. 연구방법 2016년부터 2021년까지 도로교통공단 교통사고분석시스템(Traffic Accident Analysis System, TAAS)의 자료를 바탕으로 어린이 교통사고에 대한 전체현황과 2018년부터 2021 년까지 4년간의 어린이 교통사망사고에 대한 현황과 특성을 분석하고자 한다. 결과 도로교통공단 교통사고분석시스템(TAAS)의 자료를 바탕으로 어린이 교통사고의 사고유형별 사망자 현황과 가해운전자 법규위반별 사망자 현황을 살펴보면, 첫째, 사고유형별 사망자 현황에서 차대차 교통사고 사망자가 민식이법 제정 이전인 2019년보다 2020년, 2021년에는 현저히 감소하는 경향으로 나타났다. 둘째, 가해운전자 법규위반별 사망자 현황에서 안전운전의무 불이행 교통사고 사망자가 민식이법 제정 이전인 2019년보다 2020년, 2021년에는 약간 증가하였다가 현저히 감소하는 경향으로 나타났다. 결론 도로교통공단 교통사고분석시스템(TAAS)에서 나타난 어린이 교통사망사고의 각종 현황들을 2019년 민식이법 제정 이전과 제정 이후로 나누어 분석한 결과 많은 부분에서 어린이보호구역 내에 서의 어린이 보행안전과 관련된 지표에서는 상당부분 효과가 나타났다.
Purpose At this point, three years after the law was enacted, we would like to find out about the significant changes in Minsik's Act and children protection zones, and look again at the "excessive punishment" and "speed limit" raised since the time of legislation. Methods Based on data from the Traffic Accident Analysis System (TAAS) of the Korea Highway Traffic Authority from 2016 to 2021, the overall status of children traffic accidents and the current status and characteristics of children traffic deaths over the four years from 2018 to 2021. Result Based on data from the Road Traffic Authority's Traffic Accident Analysis System(TAAS), the number of deaths by child traffic accident by accident type and by violation of the perpetrator's law tended to decrease significantly in 2020 and 2021. Second, in the current status of deaths by violation of the law on perpetrators, the number of deaths in traffic accidents that failed to comply with safe driving obligations tended to increase slightly in 2020 and 2021 from 2019 before the enactment of the Minsik‘s Act. Conclusion As a result of analyzing the current status of children traffic deaths in the Road Traffic Authority's Traffic Accident Analysis System(TAAS) between before and after the enactment of the Minsik’s Act in 2019, many indicators related to children walking safety in children protection zones have been significantly effective.
