이 글은 2020년 21대 국회의원 총선과 2021년 서울·부산 광역단체장 보궐선거 결과를 분석하면서 승패 결정 요인과 그 속에 내포된 정치적 함의를 살펴보았다. 두 선거는 정치세력들 사이에 정반대의 승패 결과를 보였는데, 두 선거 모두 각 세력의 전략적 선택이 중대한 승패 요인으로 작용했다. 양대 진영 모두 진영논리가 극단에 이른 상황 속에서, 과거에는 지지층 결속의 전략이 우선이었다면, 두 선거는 스윙 보터(swing voter)를 견인하는 전략이 승패에 더 중대한 요인으로 등장하였다. 이를 위해서는 각각의 정치세력 내부에서 강력한 응집력을 가진 강경파를 어떻게 효과적으로 통제하느냐가 관건이 되었다. 이런 연구는 기존에 이루어진 몇 가지 연구 가설들, 즉 ①회고적 평가 투표의 시각, ②이슈의 역할을 중심으로 보는 시각, ③당파적 지형을 중심으로 보는 시각이 제한적 타당성만을 가지며, 전략적 선택의 시각으로 그 한계들을 보완해야 한다고 주장한다.
This article analyzed the results of the 21st general election of the National Assembly in 2020 and the by-election of the heads of Seoul and Busan metropolitan governments in 2021, examining the factors of winning or losing and the political implications contained in it. The two elections had opposite results between political forces, both of which strategic choices of each force played a significant role in winning and losing. In the past, if the strategy of solidarity of supporters was the priority in both camps, the strategy of driving swing voter appeared to be a more significant factor in winning or losing. To this end, the key was how to effectively control hard-liners with strong cohesion within each force. The study argues that some existing research hypotheses, namely, the view of retrospective voting, the role of the issue, and the view of partisan terrain, have limited validity, and should therefore compensate for the limitations in terms of strategic choice.
