아리스토텔레스는 民主政을 ‘대중이 私益을 추구하는 정치’로 규정하고, 그것은 ‘왜곡된 형태의 정치질서’라고 비판했다. 이는 민주정의 본질적 약점을 꿰뚫은 비판으로서, 서구에서 19세기 내내 갈등을 일으켰던 ‘理性과 數의 불일치’ 문제도 사실 이와 맥락을 같이 한다. 벤담과 밀 등은 이 문제를 해결하기 위해 ‘反民主的’이라는 혐의를 감수하면서까지 ‘代議制’를 옹호했다. 그런데 오늘날에는 대표들이 민의에 따라 국가와 국민의 이익을 추구하기보다는 자신들의 사리사욕이나 당리당략에 집착하고 있는 실정이다. 유교의 민본사상이 이러한 문제점들을 극복하는 데 무슨 뾰족한 대안을 제공할 수 있는 것은 아니다. 그러나 민본사상의 다음과 같은 요소들은 오늘날 우리 정치인들에게 긴요한 처방이 될 수 있을 것이다. 첫째, 유교의 민본사상은 ‘정치의 목적은 인민의 행복을 증진시키는 것이요, 권력자의 본분은 인민의 행복을 위해 헌신하는 것’임을 부단히 깨우쳐준다. 민주적으로 선출된 정치인들이 이러한 ‘민본의 사명’을 되새긴다면, 대의제의 배반 문제가 조금이라도 개선될 수 있을 것이다. 둘째, 유교의 민본사상은 政務의 수행 과정을 ‘통치자와 백성의 감응’으로 설명한다. 오늘날 정치인들이 단순히 ‘자율적 대표’로 자처하는 데 그치지 않고 ‘국민들과의 감응’에 힘쓴다면, 대의제에 의한 소외 문제 역시 조금이라도 개선될 수 있을 것이다.
Aristotle defines a democracy as “government by the people to seek private interest”, and he criticized democracy as “a distorted form of political order.”This criticism is pointed out the essential weakness of democracy. Such as Bentham and Mill advocated a ‘representative’ by taking the charges of ‘anti-democratic’ to solve this problem. But today representatives adhere to the pursuit of their own interests rather than the interests of the country and its people. Confucian democracy is not capable of providing what an effective alternative to overcome these problems. However, the following elements of Confucian democracy could be an appropriate prescription for our politicians today. First, the Confucian democracy gives constantly reminding that “he purpose of politics is to promote the welfare of the people, the whole duty of the ruler is dedicated to the happiness of the people.” If democratically elected politicians are carved up on this mission, the betrayal of the representative could be improved a little bit. Second, the Confucian democracy explains the implementation process of politics as ‘the interaction of the rulers and the people.’ If today’s politicians strive to interaction with the people, not just the role of the representative, alienation by the representative could be improved a little bit, too.
