This essay has considered the formal structure and aspects of content as regards the interaction between the debate facilitator and the panel on TV current affairs debate programs on evening live broadcasts. This present essay has carefully observed TV debate programs on current affairs topics that focused on controversial issues related to Sejong City that aired in the latter half of 2009 on KBS, MBC, and SBS through three respective programs. First, this study has examined what kind of overall structure a current affairs debate program is made of, taking into consideration the formal structure as well as the underlying content of the program, including the area of communication from the perspective of the panel. From the perspective of each member of the panel, a current affairs debate program possesses a multifaceted structure that offers an on-going interaction between the facilitator and other debaters, a characteristic particular to current affairs debate programs, which in turn, eases the formality of the proceedings compared to other debate formats. Next, this study has investigated the various ways through which the facilitator and the panel interact, both in formal aspects as well as in the formation of the debate content itself. On a current affairs debate program, mainly formed by the dialogue among debate participants, though the facilitator takes on the role of one who grants the right to speak, the panel members themselves can be observed to also participate in the process of granting the right to speak to other members as well. Also, although the facilitator takes on the lead role in the formation of the main content of the debate by articulating the subject of the debate and steering the direction of the debate proceeding itself, the panel also can be observed to actively participate and thereby intervene during the debate in order to steer the dialogue toward an appropriate direction that highlights their respective logical justification of their stance.
