Uzbekistan's economy began to grow rapidly due to progress in economic reform and market liberalization after 2003 and the country is expected to see high growth of future inflow of foreign direct investment after becoming an 'IMF 8 country'. At the same time, as economic cooperation with Korea has become closer, Korea's direct investment and exports from and imports into Uzbekistan have rapidly increased. In particular, Uzbekistan relies heavily on imports from Korea for capital goods for machinery and chemical-related materials needed during the industrialization process. In addition, since independence, Korea has been in the top 10 importer and exporter countries of Uzbekistan. However, it is difficult to find studies on Uzbekistan's industrial or trade status or economic and trade relations with Korea. Accordingly, this study was conducted with the purpose of deriving policy and academic implications through analysis of Uzbekistan's industrial and trade status and export competitiveness to Korea. First, the industry and the characteristics of imports and exports to and from Korea are summarized as follows. First, since independence in 1991, Uzbekistan has continuously promoted market liberalization and economic reform, but even as of 2021, the machinery and equipment, electrical and electronic, and chemical industries account for a small portion of the manufacturing industry, and the food and beverage industries with low added value, clothing and textiles, etc. The proportion of the metallurgical industry was found to be very high. Second, it was confirmed that Uzbekistan's trade patterns with the world and Korea have hardly changed over the past 11 years and are in a similar form. In other words, Uzbekistan mainly exports low value-added items to Korea, such as other idustry’s goods(gold, precious metals, etc.), textiles and clothing, metals and non-metals, wood and paper industries, and machinery and equipment such as transportation machinery, general and precision machinery, and electrical and electronic machinery. It has been confirmed that high value-added items such as chemicals, plastics, metals and non-metals are imported. In addition, all industries except wood, paper, and agricultural, forestry, and fisheries products showed large trade balance deficits. Next, the results of the analysis on changes in Korea's dynamic export competitiveness are summarized. First, the export amount of Uzbekistan's main export industry is very small compared to the import amount, and other main export industries except agriculture, forestry and fisheries were confirmed to be weak in competitiveness. Over the past 11 years, the export competitiveness of these main export industries, such as other industries, textiles and clothing, and metal and non-metal industries, has been inferior, and the degree of inferiority has continued or worsened. In particular, since 2015, when trade with Korea increased significantly in these industries, it was confirmed that along with the increase in trade, items with improved processing technology to some extent went from competitive advantage to inferior or the degree of inferiority worsened. Second, the competitiveness of Uzbekistan's main import industries is still weak in machinery such as transportation machinery and general machinery over the past 11 years, but the competitiveness of these import industries has improved due to foreign direct investment, including from Korea, in industries such as general and precision. The degree of disadvantage in machinery and transportation machinery showed a slight improvement. Likewise, the chemical and plastic industries are still weak in trade with Korea, although the degree of inferiority has improved in all product groups except fertilizers, which do not require a relatively high level of technology. Moreover, it was confirmed that even in the household goods industry, which is a low value-added industry that does not require high technology, its competitiveness in trade with Korea is weak. The policy implications derived from the above research results are as follows. First, since independence in 1991, Uzbekistan has been promoting market economic reform and market liberalization to improve industrialization and industrial competitiveness. However, the food and beverage industry, clothing and textile, and metallurgy industries account for more than 90% of total real production, so In order to achieve economic growth, it is essential to upgrade industries by fostering manufacturing industries such as general and precision machinery and chemical industries with high added value. Second, Uzbekistan's trade pattern with Korea is similar to that of the world, mainly exporting items from other industries (gold, precious metals, etc.), textiles and clothing, wood and paper, metal and non-metal industries, and transport machinery and general machinery. It was found that machinery and chemical industry-related items were imported. In addition, it was confirmed that the export competitiveness of all main export industries except agriculture, forestry and fisheries was weak, and that the competitiveness of main import industries was also weak. In addition, although exports to Korea of these major export industries account for a small proportion of total exports, imports from machinery and chemical-related industries to Korea account for a large proportion of total imports, and all industries except wood, paper, and agricultural products have large trade balance deficits. It was confirmed that in other words, Uzbekistan is dependent on Korea for capital goods and materials such as machinery and chemical-related products necessary for the advancement of industries based on industrialization, and is pursuing industrialization by attracting foreign direct investment, especially investment in the manufacturing industry by Korean companies. The industrial structure is still based on the primary industry. To overcome this, it is necessary to actively attract foreign direct investment, especially investment from Korea, which has a successful experience in upgrading the industrial structure from an underdeveloped country to an advanced industrialized country, and utilize that experience to advance the industry. Finally, even within low-value-added and labor-intensive industries like textile, clothing, and household goods (including light industrial products such as leather, shoes, hats, furniture, etc.), items that demand a slightly higher level of processing technology exhibit low export competitiveness. This phenomenon is particularly pronounced in Uzbekistan's major industries. It has been confirmed that commodities such as cotton, fiber, natural gas, metals (gold, copper), and agricultural products are frequently traded as raw materials. Unfortunately, the country does not fully capitalize on added value through processing within its borders. In essence, despite efforts to promote industrialization since gaining independence in 1991, the level of manufacturing technology remains low in sectors such as agriculture and forestry, textile and clothing, as well as metal and non-metal industries, contributing to a weak manufacturing base. However, there exists a collaborative mechanism with Korea. This entails a partnership between Uzbekistan, abundant in agricultural products and natural resources, and Korea, distinguished by its advanced manufacturing and processing technology. Through this collaboration, Uzbekistan can access the technology necessary for industrialization, while Korea can secure the resources it lacks. Moreover, Uzbekistan needs to attract investment from Korea, foster research and development, and actively invest in developing processing and manufacturing technology, crucial for driving manufacturing growth.
우즈베키스탄은 2003년 이후 경제개혁 및 시장 자유화의 진전과 ‘IMF8조 국’이 된 이후 외국인직접투자의 유입 등으로 경제가 빠르게 성장하기 시작 했으며, 앞으로도 높은 성장이 기대되는 국가이다. 이와 함께 한국과 경제협 력 관계도 긴밀해지면서 한국의 우즈베키스탄에 대한 직접투자와 수출입이 빠르게 증가해 왔다. 특히 우즈베키스탄의 공업화 과정에서 필요로 하는 기 계류의 자본재와 화학 관련 소재 등을 한국으로부터의 수입에 많이 의존하 고 있다. 또한 독립 이후 현재까지 한국은 우즈베키스탄 수출입 상위 10개 국에 들어가 있다. 그러나 우즈베키스탄의 산업 혹은 무역 현황, 한국과의 경제 및 무역 관계에 관한 연구는 거의 찾아보기 힘들다. 이에 본 연구에서 는 우즈베키스탄의 산업 및 무역 현황, 한국에 대한 수출경쟁력 분석을 통 해 정책적 및 학문적 시사점을 도출하는 것을 목적으로 연구를 진행하였다.우선, 산업 및 한국과의 수출입 특징에 관하여 정리하면 다음과 같다. 첫째, 우즈베키스탄은 1991년 독립 이후, 지속적으로 시장자유화와 경제 개혁을 추진해왔으나 2021년 현재에도 기계 및 장비, 전기전자, 화학산업 등이 제조업에 차지하는 비중이 작고, 부가가치가 낮은 음식료업, 의류 및 섬유, 야금산업의 비중이 매우 높은 것으로 나타났다. 둘째, 우즈베키스탄의 대세계 및 한국과 무역에서 무역패턴은 지난 11년 간 거의 변화가 없으며, 유사한 형태인 것으로 확인되었다. 즉, 우즈베키스 탄은 한국에 주로 기타(금, 귀금속 등), 섬유 및 의류, 금속 및 비금속, 목재 와 종이 산업 등 부가가치가 낮은 품목을 수출하고, 수송기계, 일반 및 정밀 기계, 전기전자기계 등 기계류와 화학 및 플라스틱, 금속 및 비금속 등 부가 가치가 높은 품목을 수입하는 것으로 확인되었다. 또한 목재와 종이, 농림수 산물을 제외한 모든 산업에서 무역수지 적자가 큰 것으로 나타났다. 다음으로 대한국 동태적 수출경쟁력 변화에 관한 분석 결과를 정리하면 다음과 같다. 첫째, 우즈베키스탄의 주 수출산업의 수출액은 수입액과 비교 해 규모가 매우 작고, 농림수산업을 제외한 다른 주 수출산업은 경쟁력이 약한 것으로 확인되었다. 지난 11년간 이들 주 수출산업인 기타 산업, 섬유 및 의류, 금속 및 비금속 산업의 수출경쟁력은 열위이며, 그 열위의 정도가 지속되거나 악화되었다. 특히 이들 산업에서 한국과 무역이 크게 증가한 2015년 이후 무역 증가와 함께 어느 정도 가공기술이 향상된 품목들이 경 쟁력우위에서 열위로 혹은 열위의 정도가 악화한 것으로 확인되었다. 둘째, 우즈베키스탄의 주 수입산업의 경쟁력은 지난 11년간 수송기계를 포함하여 일반기계 등 기계류는 여전히 경쟁력이 약하지만, 한국을 포함한 외국인 직접투자로 이들 수입산업에서 경쟁력이 향상된 산업, 즉, 일반 및 정밀기계와 수송기계는 열위의 정도가 약간 개선된 것으로 나타났다. 또한 마찬가지로 화학 및 플라스틱 산업도 여전히 한국과 무역에서 경쟁력이 약 하지만, 비교적 높은 수준의 기술을 요하지 않는 비료를 제외한 모든 품목 군에서 열위의 정도가 개선되기는 했으나 여전히 경쟁력이 약한 것으로 나 타났다. 게다가 높은 기술을 요하지 않는 저부가가치 산업인 생활용품 산업 에서조차 한국과 무역에서 경쟁력이 약한 것으로 확인되었다. 이상의 연구 결과로부터 정책적 시사점을 도출하면 다음과 같다. 첫째, 우즈베키스탄은 1991년 독립 이후, 산업화와 산업경쟁력 향상을 위 해 시장경제화 개혁과 시장자유화를 추진해 왔으나 음식료업, 의류 및 섬유, 야금산업 등이 실질 총생산의 90% 이상을 차지하고 있어, 부가가치 창출에 의한 경제성장을 달성하기 위해서는 부가가치가 높은 일반 및 정밀 기계, 화학산업 등 제조업의 육성을 통한 산업의 고도화가 필수 불가결하다. 둘째, 우즈베키스탄의 대한국 무역패턴은 대세계 무역패턴과 유사하며, 주 로 기타 산업(금, 귀금속 등), 섬유 및 의류, 목재와 종이, 금속 및 비금속 산업의 품목을 수출하고, 수송기계, 일반기계 등 기계류, 화학산업 관련 품 목을 수입하는 것으로 나타났다. 또한 농림수산업을 제외한 모든 주 수출산 업의 수출경쟁력이 약하고, 주 수입산업의 경쟁력도 약한 것으로 확인되었 다. 또한 이들 주 수출산업의 대한국 수출이 총수출에서 차지하는 비중은 작지만, 기계류와 화학 관련 산업의 대한국 수입이 총수입에서 차지하는 비 중이 높으며, 목재와 종이, 농산품을 제외한 모든 산업에서 무역수지 적자가 큰 것으로 확인되었다. 즉, 우즈베키스탄은 공업화를 기반으로 하는 산업의 고도화에 필요한 기계류, 화학 관련 제품 등 자본재와 소재 등을 한국에 의 존하고 있고, 외국인직접투자, 특히 한국 기업의 제조업에 대한 투자 유치를 통해 공업화를 추진하고 있으나 아직도 1차산업을 기반으로 하는 산업구조 에 머무르고 있다. 이를 극복하기 위해 외국인직접투자, 특히 저개발국에서 선진공업국으로 산업구조의 고도화에 성공한 경험이 있는 한국의 투자를 적 극적으로 유치하여 산업 고도화에 그 경험을 활용할 필요가 있다. 마지막으로 부가가치가 낮고 노동집약적 산업인 섬유 및 의류, 생활용품 (가죽, 신발, 모자, 가구 등 경공업품) 산업에서조차 약간 높은 수준의 가공 기술을 요하는 품목은 수출경쟁력이 낮고, 우즈베키스탄의 주요 산업인 면 화·섬유, 천연가스, 금속(금·동), 농산품 등은 원재료 그대로 거래되는 경우 가 많고, 가공에 의한 부가가치를 우즈베키스탄 국내에서 향유하지 못하고 있는 것으로 확인되었다. 즉, 이는 1991년 독립 이후 공업화를 추진해 왔으나 농림업, 섬유 및 의 류, 금속 및 비금속 산업에서 제조 기술이 아직 낮은 수준에 머무르고 있고, 제조 기반이 취약하다는 것을 의미한다. 여기에 한국과 협력할 수 있는 기 제가 존재한다. 즉, 농산물 및 천연자원이 풍부한 우즈베키스탄과 제조 및 가공 기술 수준이 높은 한국이 서로 협력을 통해 우즈베키스탄은 공업화에 필요한 기술을 얻고, 한국은 부족한 자원을 확보할 수 있을 것이다. 이와 더 불어 우즈베키스탄은 제조업 성장의 가장 바탕이 되는 가공 및 제조 기술의 발전을 위한 한국으로부터의 투자 유치 뿐만 아니라 연구개발 및 적극적인 투자가 요구된다.
