This study aims to investigate the role of resident participation and empowerment in a sustainable rural tourism livelihood framework. Discussions on the topic of ‘sustainable development' have continued to expand into various fields, and the sustainable development of local residents in rural areas has raised a major issue in academia and is closely related to livelihood issues (Wang, Gong, Wang, & Shen, 2022). Foreign research on sustainable livelihoods originates from poverty alleviation research and is dedicated to finding factors affecting the livelihoods of poor rural residents, clarifying the relationship between livelihood capital and livelihood strategies, and finding pathways for poverty alleviation through sustainable livelihoods (SHEETS, 2001; Ding, Wang, Liu, & Yu, 2020). The Sustainable Livelihood Framework (SLF) is employed to analyze how people build their livelihoods and determine possible development plans (Scoones, 1998). This study aims to empirically investigate the impact of rural tourism on livelihood capital, empowerment, livelihood strategies, and livelihood outcomes of local residents participating in tourism industry activities within the framework of a sustainable livelihood framework. Based on the analysis results, the purpose is to derive implications for tourism livelihoods regarding local residents' empowerment, livelihood strategies, and livelihood outcomes. To achieve this research objective, literature research and empirical research are conducted in parallel. In the literature study, the concepts covered by the research problem are deepened through theoretical consideration of village residents' participation, empowerment, livelihood capital, livelihood strategies, and livelihood results in rural tourism. The empirical study establishes a theoretical system through literature research. Based on this, a research model and research hypotheses are established to achieve the research purpose, and a research design is developed to verify them.The survey to verify the research model and hypotheses is conducted simultaneously in person and online by a skilled researcher for 19 days from April 3 to 22, 2023. A total of 423 responses were collected according to the allocated sample by administrative district. Of these, 49 responses that were deemed insincere were excluded, leaving a total of 376 responses for analysis. Structural equation modeling is conducted to verify the established research hypotheses and research model. The analysis results reveal that livelihood capital has a significant positive (+) effect on livelihood strategy (H₁) and livelihood outcome (H₂), and livelihood strategy has a significant positive (+) influence on livelihood outcome (H₃). As a result of verifying the structural causal relationship between livelihood capital, livelihood strategies, and livelihood outcomes through a structural equation model, all three hypotheses are accepted. Livelihood strategies play a mediating role between livelihood capital and livelihood outcomes. Alternatively, in the relationship between livelihood capital's influence on livelihood strategies and livelihood outcomes, resident participation and empowerment play a moderating mediating role.The academic implications of this study are as follows. First, the sustainable livelihoods framework (SLF) emerges as an integrated analysis tool to understand the causes of poverty among the poor and provide various solutions. It is widely used in ‘poverty and development' issues and promotes sustainable development research and practice. Second, this study verifies the moderated mediating effect of resident participation. Resident participation plays a moderated mediating role between livelihood capital, livelihood strategies, and livelihood outcomes, determining how livelihood capital is converted into livelihood strategies and final livelihood outcomes. It can have a significant impact, as resident participation facilitates better community access to and use of diverse livelihood capital. By participating in decision-making and resource allocation, communities can use capital more effectively—natural, human, physical, social, and financial—and improve the community's overall livelihood capacity. Third, this study verifies the moderated mediating effect of empowerment, which can be considered a moderating factor that affects the livelihood capital of individuals or communities. Empowerment allows individuals or communities to access and integrate a variety of livelihood capital, including natural capital, human capital, social capital, physical capital, and financial capital. Empowerment can influence the choice of livelihood strategies. Participation in individual and community decision-making, planning, and resource allocation processes enables the selection and development of more adaptive and sustainable livelihood strategies.This study offers practical implications. First, sustainable livelihoods have become a common and effective topic for research on the economic and social impacts of rural tourism. Second, the problem of rural poverty is more prominent, and tourism is regarded as an important industrial route to accelerate the development of rural modernization and solve the poverty problem. Third, while participating in tourism is a crucial livelihood strategy for residents, it is not the only one. All residents' livelihood strategies aim at ensuring and improving their quality of life. The sustainable livelihoods analysis framework lists relevant factors affecting poverty, and although the structure is clear, other important factors are inevitably ignored, leading to a one-sided analysis. Indicators measuring the livelihood capital, livelihood strategies, and livelihood outcomes of the poor should be adjusted according to specific research objectives, considering cross-cutting and mutual influence relationships between each indicator. The abstract nature of livelihood capital, a critical criterion for determining livelihood sustainability, should be clarified using quantitative indicators that comprehensively consider living standards at home, abroad, and in the entire region, and how it responds to vulnerable environments and external shocks.
이 연구는 지속가능한 농촌관광 생계 프레임워크에서 주민참여와 권한강화의 역할을 구명하기 위한 것이다. ‘지속가능한 개발’ 주제에 대한 논의는 다양한 분야로 계속 확장되었으며, 농촌에서 지역주민의 지속가능한 발전은 학계에서 큰 이슈를 일으켰고 생계 문제와 밀접한 관계를 보인다(Wang, Gong, Wang, & Shen, 2022). 지속가능한 생계에 대한 외국 연구는 빈곤퇴치 연구에서 비롯되었으며, 빈곤 농촌주민의 생계에 영향을 미치는 요인을 찾고, 생계자본과 생계전략 간의 관계를 명확히 하고, 지속가능한 생계의 빈곤 퇴치 경로를 찾는 데 전념하고 있다(SHEETS, 2001; Ding, Wang, Liu, & Yu, 2020). 지속가능한 생계 프레임워크(SLF: sustainable livelihood framework)는 사람들의 생계구축 방식 분석 및 발전가능 방안 확정에 활용된다(Scoones, 1998). 이 연구는 농촌관광이 지속가능한 생계 프레임워크 틀에서 지역주민의 관광산업 활동 참여가 생계자본, 권한강화, 생계전략, 생계결과 간의 영향관계에서 지역주민의 참여와 권한강화의 역할을 보다 증적으로 규명하기 위한 것이다. 이러한 연구목적을 달성하기 위해 문헌연구과 실증연구를 병행한다. 문헌연구에서는 농촌관광에서 마을 지역주민의 주민참여, 권한강화, 생계자본, 생계전략, 생계결과에 대해 이론적 고찰을 통해 연구문제가 다루는 개념을 심화하였으며, 실증연구는 문헌연구를 통해 정립된 이론적 체계를 기반으로 연구목적을 달성하기 위해 연구모형과 연구가설을 설정하고 이를 검증하기 위해 설문조사 및 분석을 실시하였다.이 연구의 연구대상지는 중국 하남성 낭양시 시시야현 태평마을를 선정하였다. 태평마을은 근래에 귀농·귀촌을 통해 이주민이 점차 증가하면서 농촌관광 마을사업을 진행하고 있고, 낭양시 전체에서 주목을 받고 있는 농촌휴양마을로 연구문제의 검증에 적합한 것으로 판단하였다. 설문조사는 2023년 4월 3일부터 22일까지 19일간 숙달된 조사원이 직접 대면조사와 온라인 조사를 동시에 시행하였다. 대면조사는 4월 5일부터 14일까지 조사원이 태평마을에서 현장조사로 진행하였고, 온라인 조사는 온라인 사이트 '문건성(问卷星)'를 통해서 같이 진행하였다. 연구 표본의 선정은 편의표본추출법을 사용하여 총 423부를 회수하였고, 이 중에서 불성실하게 응답한 49부를 제외하여 총 376부를 분석에 사용하였다. 설정된 연구가설과 연구모형을 검증하기 위해 구조방정식모형 분석을 실시하였다. 분석 결과, 생계자본이 생계전략(H1)과 생계결과(H2)에 유의한 정(+)의 영향을 미치고, 생계전략이 생계결과(H3)에 유의한 정(+)의 영향을 미치는 것으로 나타났다. 생계자본, 생계전략과 생계결과 간의 구조적 인과관계를 구조방정식모형 분석을 통해 검증한 결과 3개의 가설 모두 채택되었다. 생계자본과 생계결과 사이에서 생계전략은 매개역할을 하는 것을 확인하였다. 또는 생계자본이 생계전략과 생계결과에 미치는 영향 관계에서 주민참여와 권한강화는 조절된 매개역할을 하는 것을 확인하였다.이 연구의 학술적 시사점은 다음과 같다. 첫째, 지속가능한 생계 프레임워크의 등장으로 빈곤층의 빈곤 원인을 이해하고 다양한 솔루션을 제공하는 통합 분석 도구로 ‘빈곤 및 개발’ 문제에 널리 사용되며, 지속가능한 개발 연구 및 실천에 사용될 수 있다고 판단된다.둘째, 이 연구는 주민참여의 조절된 매개효과를 검증하였는데 주민참여는 생계자본, 생계전략 및 생계결과 사이에서 조절된 매개역할을 하며, 이는 생계자본이 생계전략과 최종 생계결과로 어떻게 전환되는지에 영향을 미칠 수 있다. 주민참여는 지역사회가 다양한 생계자본을 더 잘 접근하고 사용하도록 촉진할 수 있다. 의사결정과 자원분배에 참여함으로써 지역사회는 자연적, 인적, 물리적, 사회적 및 금융 측면에서 자본을 보다 효과적으로 사용하고 지역사회의 전반적인 생계능력을 향상시킬 수 있다.셋째, 이 연구는 권한강화의 조절된 매개효과를 검증하였는데 권한강화는 개인이나 지역사회의 생계자본에 영향을 미치는 조절요소로 간주될 수 있다. 권한을 부여함으로써 개인이나 지역사회는 자연자본, 인적 자본, 사회적 자본, 물리적 자본, 금융자본 등을 포함한 다양한 생계자본에 접근하고 통합할 수 있고, 권한강화는 생계전략의 선택에 영향을 줄 수 있다. 개인이나 지역사회의 의사결정, 계획 및 자원 할당과정에 참여함으로써 더 적응적이고 지속가능한 생계전략을 선택하고 개발을 할 수 있다.이 연구는 실무적 시사점을 제시할 수 있다. 첫째, 지속가능한 생계와 관련하여 농촌관광의 경제적, 사회적 영향에 연구가 일반적이고 효과적인 주제가 되고 있다. 둘째, 농촌 빈곤 문제가 더 두드러지며 관광은 농촌 현대화의 발전을 가속화하고 빈곤 문제를 해결하는 중요한 산업 경로로 간주된다. 셋째, 주민의 모든 생계전략은 삶의 질 보장 및 향상을 목적으로 관광업에 참여하는 것은 주민들의 매우 중요한 생계전략이지만 유일한 생계전략은 아니라는 것을 유의할 필요가 있다.지속가능한 생계 프레임워크는 빈곤에 영향을 미치는 관련 중요 요소를 나열하고 있으며, 구조는 명확하지만 다른 중요한 요소는 필연적으로 무시되어 일방적 분석으로 이어질 수 있다. 빈곤층의 생계자본, 생계전략 및 생계결과를 측정하는 지표는 특정 연구 목표에 따라 적절하게 조정되어야 하며, 각 지표 사이에는 교차 및 상호 영향 관계가 있다. 생계유지가 가능한지의 중요한 판단기준인 생계자본이 취약한 환경과 외부충격에 대응할 수 있는지 여부는 비교적 추상적이며, 국내외 및 지역 전체의 생활 수준을 종합적으로 고려하여 정량적 지표를 더욱 명확히 해야 한다.
