본 연구는 학교 인권교육의 목적으로 ‘인권의식의 함양’을 다루어야 한다는 주장을 중심으로 한다. 이를 위해 인권의식을 ‘자신을 포함한 사회 구성원에게 부여된 인권에 대해 인식하고, 자신과 타인의 인권을 존중하며 적극적으로 수호하고 옹호하려는 태도’로 보고 그 구성요소를 제시하였다. 구성요소는 선행연구를 바탕으로 인지적·정서적·행동적 차원에서 새롭게 제시하고(‘인권에 대한 지식 및 인권 문제의 이해’, ‘인권판단력’, ‘인권감수성’, ‘인권가치에 대한 동기화’, ‘인권 문제 해결을 위한 행동과 참여’) 이를 기반으로 초·중·고 2015 개정 및 2022 개정 사회과 인권 단원의 교육과정을 분석하였다. 그리고 각 요소별 세부 분석 기준을 설정하여 총 10개의 분석 기준을 제시하고 2015 개정 교육과정의 초·중·고 교과서 인권 단원의 구성을 분석하였다. 분석을 통해 2015 개정 및 2022 개정 사회과 교육과정의 인권 단원들이 인권의식의 구성요소를 포함한 교과서 서술이 가능하게 구성되어 있음을 확인하였다. 특히 2022 개정 교육과정의 인권 단원 서술은 보다 인권친화적으로 개선되었음을 확인하였다. 그리고 교과서 내용 서술 경향 및 활동 구성 경향을 분석하여 그 양상을 확인하고 인권의식의 형성에 있어 개선이 필요한 부분을 초등학교 교과서에서 총 5건(인지적 요소 3건, 정서적 요소 1건, 행동적 요소 1건), 중학교 교과서에서 총 9건(인지적 요소 6건, 정서적 요소 2건, 행동적 요소 1건), 고등학교 교과서에서 총 4건(인지적 요소 2건, 정서적 요소 1건, 행동적 요소 1건) 지적하였다. 인권의식은 단순히 ‘인권에 대해 가지는 견해’가 아니라 인지적·정서적·행동적 구성요소를 갖춘 복합적인 태도로 보는 것이 타당하다. 인권의식은 인권적 행위의 실천을 위해 갖춰져야 하는 태도이기에 일상적 삶에서 인권적 행위를 실천하는 민주시민을 길러내기 위한 학교 교육, 특히 학교 인권교육이 궁극적으로 지향해야 하는 목적이 된다. 또한 인권의식은 인권의 개념적 특성과 아직 정립되지 않은 다양한 인권 담론을 통해 그 함양의 필요성을 도출할 수 있다. 본 연구는 다음과 같은 의의를 갖는다. 첫째, 학교 인권교육의 궁극적 목적으로서 ‘인권의식’이라는 방향을 제시하며 그 구성요소를 재구성했다. 둘째, 교육과정 및 교과서 구성을 통해 인권의식의 구성요소를 다룰 수 있음을 밝히며 현재 사용되는 교과서를 분석하여 교과서 구성의 개선방안을 제안하였다.
This study focuses on the argument that, for the purpose of human rights education in schools, emphasis should be placed on ‘fostering human rights awareness.’ To achieve this, human rights awareness was viewed as ‘an attitude of recognizing the human rights granted to members of society, including oneself, respecting the human rights of oneself and others, and actively protecting and defending them,’ and its components were suggested. Based on previous research, the components were presented at the cognitive, emotional, and behavioral levels ('knowledge of human rights and understanding of human rights issues', 'human rights judgment', 'human rights sensitivity', 'motivation for human rights values', 'action and participation to solve human rights issues') and human rights units in elementary, middle, and high schools of the 2015 and 2022 revised national curriculums of social studies were analyzed. In addition, detailed analysis criteria were set for each element, a total of 10 analysis criteria were suggested, and the composition of the human rights units of elementary, middle, and high school textbooks of the 2015 revised curriculum was analyzed. Through the analysis, it was confirmed that the human rights units of the 2015 and 2022 revised curriculums of social studies are structured to enable textbook descriptions that include human rights awareness components. In particular, it was confirmed that the description of the human rights units of the 2022 revised curriculum has been improved to be more human rights-friendly. In addition, the tendency of textbook content description and activity composition was analyzed, its pattern was confirmed, and a total of 5 cases in elementary school textbooks that needed improvement in forming human rights awareness (3 cognitive elements, 1 emotional element, 1 behavioral element), 9 cases in middle school textbooks (6 cognitive elements, 2 emotional elements, 1 behavioral element), 4 cases in high school textbooks (2 cognitive elements, 1 emotional element, 1 behavioral element) case) were pointed out. Moreover, it is reasonable to view human rights awareness as a complex attitude with cognitive, emotional, and behavioral components, rather than simply ‘views on human rights.’ Since human rights awareness is an attitude that must be possessed to practice human rights, it is the ultimate goal of school education, especially school human rights education, to raise democratic citizens who practice human rights in their daily lives. In addition, the necessity of fostering human rights awareness can be derived through the conceptual characteristics of human rights and various human rights discourses that have not yet been established. The significance of this research lies in the following aspects. First, the direction of ‘human rights awareness’ was presented as the ultimate goal of school human rights education and its components were reorganized. Second, it revealed that the components of human rights awareness can be addressed through curriculum and textbook composition, and proposed ways to improve textbook composition by analyzing currently used textbooks.
