본 연구는 물관리 공공성의 위기의식을 가지고, 공공성 관점에서 대한민국 건국 이후 역사적 관점에서 물 관련 정책의 변천과정과 흐름을 살펴보는 목적에서 시작하였다. 한국의 물관리 정책 분석을 통해 한국 사회의 다양한 영역에서 주요한 의제 중 하나로 떠오르고 있는 공공성의 문제가 물관리 정책의 영역에서는 어떻게 구현되었는지 규명함으로써 향후 물관리 공공성의 확대를 위한 이론적인 방안을 모색하기 위한 것이다. 역사적 서술 방식을 적용하여 1948년 정부수립부터 현재까지 약 75년간의 대한민국 물관리 정책을 시대적 배경,(정치‧사회‧경제적) 정책(국가최상위계획, 법안 제정, 사업), 주요행위자를 중심으로 분석하였다. 미시적으로는 국회회의록에서 나타나는 공공성의 유형을 알아보기 위해 의미연결망 분석을 시도하였고, 이를 위해 6대부터 20대 국회까지 대략 60여년의 물관리정책에 대한 담론이 작성되어 있는 텍스트를 전부 수집하였다. 그리고 국회의 물관리 정책의 공공성 유형을 탐색하는 차원에서 국회별로 분석을 시행하였다. 공공성 유형화에는 선행연구를 통해 민주, 개발, 공익, 규제공공성으로 분류하여 어떤 공공성이 가장 강조되었는지 살펴보았다. 역사적인 관점에 물관리 정책을 살펴보면서 정치적‧경제적 사회적 환경에 따라 정책패러다임이 바뀌고 있다는 것은 알 수 있었다. 다만 정치적 변화에 따른 정책 변화는 대통령이나 집권여당의 철학에 따라 변화하는 경향을 보였다. 물관리 정책이 점점 세분화되면서 다양한 갈등유형이 발생하였고, 그에 대한 민주공공성 관점의 정책 패러다임 구성이 현재 정책의 대안책으로 강조되었다. 물관리정책에 참여하는 행위자 유형 중 환경단체 조직화와 위원회 설립 등 민간의 참여기회가 확대되면서 민간참여자들을 정책 과정의 하나의 참여자로 인식하는 현상이 두드러졌다. 컨커분석을 통한 국회 총제적인 담론에 대한 공공성 유형 변화에서는 대체적으로 공익공공성과 규제공공성이 빈번하게 나타난 것으로 확인되었다. 이와 같은 점에서 국회에서 다루고 물관리의 주요 안건은 재난대책 마련에 대한 주제가 많았으며, 공공의 이익을 위해 물이 잘 관리되고 활용할 수 있는 방향으로 행동을 취하는 입장을 보였다는 것을 알 수 있었다. 반면 규제공공성 발생 배경에는 국회의 기관적 특성으로 나타나는 현상으로 볼 수 있다. 한편, 국회담론의 공공성에는 개발공공성 유형이 상대적으로 덜 보여 ’물‘에 대한 인식이 개방적인 입장을 보이지 못했다. 이는 미래의 물관리, 기후변화로 인한 홍수 및 가뭄관리 어떠한 방향을 지향해야 하는가에 대한 가치가 정부와 큰 입장차를 보여 앞으로도 큰 갈등이 발생할 것 이라고 판단되어진다. 이는 국회와 정부가 서로 신뢰성 부족으로 생긴 갈등이며 과거부터 지속된 삶과 연관된 정책 추진 중 축적된 과정으로 인한 결과라 할 수 있다. 연구결과에 대한 심층적으로 분석하기 위해 진행한 전문가 인터뷰를 통해서는, 물관리정책의 전반적인 평가와 앞으로 공공성 관점에 개선해야 할 점과 물관리정책참여 중 실제 메커니즘을 들을 수 있었다. 피면접자 대부분은 물관리의 공공성 확대를 위해서는 “협력”을 중요하게 생각하였으며 대통령 소속으로 설치된 물관리위원회 역할이 중요시된다고 보았다. 본 연구의 이론적 기여에는 첫 번째, 연구과정에서 국회 담론 공공성 분석을 위해 국회 상임위원회 회의록을 발췌 하였으며, 1960년대부터 1990년대에 이르는 기간 다수의 한자로 된 활자를 한글로 된 문서로 변환함으로써 자료구축의 의의가 있다. 두 번째는 역사적 관점에서 시간의 흐름에 따라 물관리 정책을 재해석하고 시대구분 최신화 작업에 의의가 있다. 세 번째로, 물관리정책패러다임 변화를 공공성의 관점에서 조명해보고자 하였다는 것에 의의가 있다. 기존의 정책변화 연구에서는 조직, 구조, 제도, 행위자의 수준에서 구분하여 단순히 변화과정을 살펴보는 연구들이 대다수였다. 그러나 본 연구에서는 행위자들마다 어떤 정책을 형성하면서 네 가지 유형(민주, 개발, 공익, 규제) 중 공공성이 두드러졌는지에 초점을 두고 연구하였다. 마지막으로 공공성 논의에는 추상성과 모호성이 가장 큰 어려움이라는 지적에도 공공성 유형화 재정립을 시도하였다는 점에서 의의가 있다. 이러한 측면에서 볼 때, 본 연구의 결과는 이후 국가 정책의 공공성에 관한 연구를 수행하는 데 있어 새로운 참고자료가 될 것이라 기대한다. 본 연구를 통해 구축한 데이터를 향후 더욱 발전시켜서, 이 연구를 시작으로 국가가 공공성에 대해 확장 시킬 수 있는 논의나, 모든 국민이 공감할 수 있는 물관리의 후속 연구를 이어갈 수 있도록 하고자 한다.
The purpose of this study is to examine the water management policy process after the establishment of the Republic of Korea. The purpose of this paper is to identify how the publicness, which is emerging as one of the major agendas of Korean society, was implemented in the water management policy through the analysis of Korea's water management policy, and to seek theoretical ways to expand the publicness of water management in the future. This paper analyzed Korea's water management policies for about 75 years from 1948 using historical narrative methods. The following section will examine which types of publicness in emphasized in the minutes of the National Assembly through semantic network analysis. In order to clearly determine the similarities and differences between water management policies historically, the classification of times was attempted according to the type of water management policy and the value ideology of water. The historical narrative and semantic network analysis confirmed that Korea’s periods of water management could be divided into four periods, from the 1948 to 1960(era of settling policy ), from the 1961 to 1991(era of expanding the policy), from the 1991 to 2018(era of switching the policy) and frome the 2018 to now(era of supplementing the policy).Furthermore, the water management policy process and discourse's development in each National Assembly were diagnosed by applying the four types of publicness(Democratic, Developmental, Public interest, and regulated). As a result of the analysis, the era of settling policy generally remained in Developmental and regulated publicness. The text of the minutes related to water management could not be checked because no standing committee was formed at the era of settling policy. During the era of expanding the policy, water management-related bills were enacted and various policy actors began to be formed, and during this period, the developmental publicness including the construction of multi-purpose dams, was emphasized. In the era of switching the policy, As the perception of water changed, the water management policy pursued by the state began to change in the era of switching the policy. The biggest characteristic of the type of actor at that time was the beginning of pluralism and openness. The government has shown a strengthening of participation-oriented democratic publicity by pushing for the establishment of a committee on water management policies. The lawmakers' more active motion for the bill also revealed regulatory publicity and the democratic publicness of active participation and discussion of various stakeholders. During this period, many environmental groups were organized and showed actions that stood out at the same time with public interest and open-oriented democratic publicness. In the discourse on the minutes of the National Assembly during era of switching the policy, the type of democratic publicity began to strengthen as the local autonomy system revived and local residents had more opportunities to participate in local affairs on their own. Finally, during the era of supplementing the policy, the government had a strong influence on the enactment of the Framework Act on Water Management, which showed strong regulatory publicity. The members of the National Assembly showed regulatory publicity by enacting the Framework Act on Water Management, and played a major role in expanding policy-making participants by forming the National Water Management Committee in civilian policy participation. In the analysis of discourse on the minutes of the National Assembly, "democratic publicity" was dominant. Water management policies historically have changed their policy paradigm according to the political, economic and social backgrounds. However, it showed a tendency to change politically according to the philosophy of the president or the ruling party. Currently, various conflicts have arisen as water management policies have been gradually subdivided, and the type of a democratic policy paradigm has been arranged as an alternative. The expansion of private participation opportunities, such as organizing environmental groups and establishing committees among water management policy participants, has led to the recognition of private participants as participants in the policy process. Public interest and regulatory publicness has predominated in the minutes of the National Assembly through the analysis of the semantic network. In this regard, the main agenda of the National Assembly's water management was on the water disaster countermeasures, and it can be seen that it is in motion in such a way that water is well managed and utilized for the benefit of the public. It found that main factor of occurrence of regulatory publicness is that the National Assembly is a legislative body. Meanwhile, in the minutes of the National Assembly, the perception of 'water' was not open because the type of developmental publicity was relatively less dominant. This shows a big difference with the government in the direction of future water management, flood and drought management due to climate change, which is expected to cause major conflicts in the future. In experts interview conducted to synthesize and analyze the results of this study, 'collaboration' was emphasized to expand the public nature of water management, and it was revealed that the Water Management Committee would play an important role in cooperation. The theoretical implications of this study are as follows. First, It is meaningful to build data by converting Chinese characters in the minutes of the National Assembly into Korean. Second, from a historical point of view, it is meaningful to reinterpret water management policies according to the passage of time and to work on the latest myth of the era. Thirdly, it is meaningful that this study shed light on the change in the water management policy paradigm of publicness. Finally, it is significant that it attempted to redefine the typology of publicness even though it was pointed out that abstraction and ambiguity were the biggest difficulties in discussing publicness. The results of this study are expected to be a new reference for conducting research on the publicness of national policies in the future. It is hoped that the data of this study will be further developed in the future to continue expanded discussions on national publicness or follow-up research on water management that all people can sympathize with.
