As CSR activities and adoption of sustainability reporting practice are gradually institutionalized, many organizations have been engaging in social activities. Nevertheless, the scope and patterns of CSR activities vary greatly among firms as well as within firms. This study suggest that the patterns of firms’ CSR activities could become dynamic depending on especially performance below aspirations (e.g., performance problems) due to the tension between efficiency and legitimacy pressures. To examine the relationship between performance problems and CSR activities, this study applied the perspectives of the problemistic search theory and dominant coalition theory, which are aspects of the behavioral theory of the firm (BTOF).Given these perspectives, this study argues that firms with aspirations-below performance triggers problemisitc search to find alternatives to solve the problems, which results in reduced CSR activities due to limited resources and interests (Hypothesis 1). This study also found that the effect of this relationship between performance below aspirations and CSR activities is stronger after firms adopt sustainability reporting practice than before adoption (Hypothesis 2). This means that adopting and implementing sustainability reporting practice will require the use of additional resources, so performance below aspirations could increase conflict between the coalition for profitability and the coalition in favor of social norms. If firms face performance below aspirations after adopting a reporting practice, the coalition in favor of economic value believes that the performance problems may be due to the allocation of limited resources to implementing the new reporting practice. As a result, this study argues that the firms will reduce their CSR activities more when faced with performance problems after the adoption of sustainability reporting practice than before adoption. I find evidence that organizations reduce their CSR activities more when faced with performance below aspirations, which intensifies after the adoption of sustainability reporting practice than before adoption. To identify when the effect of adopting reporting practice on the relationship between CSR activities and performance problems is stronger (or weaker), this study considered debt ratio and institutional ownership as the factors of efficiency pressures as well as applied two-stage model as institutional pressure. The empirically results shows that the effect of the adoption of sustainability reporting practice (Hypothesis 2) is grater if the firms’ debt ratios and institutional ownership is higher than the industry average, as well as the effect will be greater if the firms adopted the reporting practice in the early stage of institutionalization. I examine my hypotheses in the context of the U.S. Chemical industry between 1991 to 2018 and this research contributes to the literature on problemistic search theory, dominant coalition theory, institutional logics, and CSR.
