2011년 11월에 중국은 한 자녀 출산정책을 단계적으로 완화하였고, 2016년 1월 1일에는 약 30년간 시행해 온 한 자녀 정책을 공식적으로 폐지하였다. 하지만 정책 변화에 따라 학자들이 예상했던 출산율이 크게 늘지 않았다. 따라서 본 연구는 한 자녀 정책이 변화한 후에 정책 변화의 3단계에 따라 세 집단으로 나눠 정책 변화가 출산에 미치는 영향을 집단별로 분석하고, 출산율이 증가하지 않는 이유가 무엇인지를 이론적으로 분석한다. 본 연구에 이용된 데이터는 중국 가정 추적조사(China Family Panel Studies, CFPS)이다. STATA16 소프트웨어를 사용하여 데이터의 통계 분석을 수행하였는데, 일원분산분석과 다중회귀분석을 실시하였다. 다중회귀분석 결과에 따르면 한 자녀 정책의 변화는 부모 다 외동이 아닌 집단의 평균 자녀 수와 출산의도 증가에만 긍정적인 영향을 주는 것으로 나타났다. 이상의 분석에 근거한 결과를 기반으로 중국의 출산 문제를 해결할 수 있는 정책적 제안을 제시하였다.
China gradually opened its fertility policy in November 2011. And the One-Child Policy that had been in effect for over 30 years was officially abolished from January 1, 2016. However, due to policy changes, the fertility did not increase as much as scholars expected. Therefore, this study studies what decreases the fertility after a change in One-Child Policy. This study divides women and their families into three groups according to the three stages of policy change, and analyzes the effect of policy change on fertility by group. The data used in this study came from CFPS. STATA16 software was used for statistical analysis of sampling data. According to the results of the analysis, the change in the One-Child Policy had a positive effect only on the increase in the average number of children, and the intention to give birth in the group where both couples were not only children. Theoretical factors affecting the fertility rate were also verified through regression analysis. Based on the above analysis, a solution is proposed based on the problem.
