본 논문의 목적은 북한의 대미정상회담 협상전략 유형을 1·2차 정상회담 사례를 통해 고찰하는 것이다. 연구범위는 2018년 1월부터 2020년 1월까지로, 1·2차 정상회담을 전후한 25개월의 기간이다. 2019년 6월 30일 판문점에서의 남북미 회동은 2차 정상회담 후속 접촉 차원에서 접근하였다. 정상회담 협상 과정은 개막·중간·합의·이행 및 전환단계로 구분할 수 있다. 또 단계별 전략 유형은 3B 모델에 따라 합의 추구 여부와 그 속도를 기준으로 급진전형·거래형·거부형으로 나뉜다. 전자의 두 유형은 대처형, 거부형은 비대처형이다. 북한은 1차 정상회담 과정에서 급진전형 또는 거래형 전략을 택해 모두 대처형 전략을 취하였다. 개막단계에서는 급진전형 중 합의를 부추기는 전략을 택했다. 중간단계에서는 합의 추구 속도를 늦추면서 거래형으로 전환했고, 최소 양보와 최대 이익 교환 전략을 택한 것으로 파악하였다. 다만, 미국이 정상회담을 취소하려 하자, 북한은 다시 합의를 부추기는 전략으로 복귀한 것으로 나타났다. 합의단계에서는 거래형 가운데 최소 양보와 최대 이익의 교환 전략을 택하였다. 이후 이행 및 전환단계에서는 거부·결렬·미이행의 행태가 두드러졌는데, 이는 보다 강경한 전략인 양보 손실의 최소화 전략을 취한 것으로 분석된다. 북한은 2차 정상회담 과정에서는 거래형 또는 거부형 전략을 취했다. 우선 1차 정상회담 후속 국면과 맞물리면서 2차 정상회담 합의단계까지는 거래형 전략을 유지하였다. 개막·준비단계에서는 최소 양보와 최대 이익의 교환 전략을, 합의단계에서는 미국이 사실상 합의를 거부함에 따라 양보 손실의 최소화 전략을 택했다. 이행 및 전환단계에서는 차츰 거부, 무반응, 미이행 등의 행태가 두드러졌다. 특히 10월 스톡홀름 실무협상을 기점으로 거부형 전략으로 전환하였다.. 두 사례를 보면, 북한은 개막·중간단계에서 급진전형 또는 거래형을, 합의단계에서 거래형을, 이행 및 전환단계에서 거래형 또는 거부형 전략을 취한 것으로 나타난다. 2차 정상회담 이행 및 전환단계를 제외하면 모두 대처형 전략을 택한 것이다. 전환단계에서 대처형 전략을 취한 1차 정상회담의 경우 후속 협상으로 이어졌지만, 비대처형 전략을 취한 2차 정상회담은 결국 협상이 중단되는 결과로 이어졌다. 또 협상의 시작 부분에 주로 등장하는 급진전형 전략에서 시작하여 거래형 또는 급진전형을 취하다가 거부형 전략으로 국면을 종결하였음을 알 수 있다. 이는 북한이 1·2차 정상회담을 별개의 협상이 아니라 하나의 연결된 과정으로 인식했음을 드러내는 것이기도 하다.
The purpose of this study is to examine the types of North Korean negotiation strategies deployed at the summits with the United States. The study will encompass examples from the first and second summits. The scope of the study ranges from January 2018 to January 2020. This period covers the 25 months before the first and after the second summit. It should be noted that the meeting between the leaders of South Korea, North Korea, and the United States at Panmunjom on June 30, 2019 was organized as a follow-up contact leading up to the second summit. The summit negotiation process can be divided into the Opening, the Intermediate, the Consensus, and the Implementation and Transition stages. In addition, according to the 3B model, the strategies deployed can be divided into the Breakthrough type, the Bargaining type, and the Blocking type based on whether cooperation is sought and how soon in the process it is sought. The first two types are coping strategies, and the Blocking type is a non-coping strategy. At various stages throughout the first summit, North Korea adopted the Breakthrough or the Bargaining types. As previously stated, these types are coping strategies. In the Opening stage, North Korea encouraged cooperation by deploying the Breakthrough type. In the Intermediate stage, they switched to the Bargaining type by slowing down the pursuit of cooperation, and adopted a stance of giving minimum concessions in exchange for maximum gain. However, when the US postured that they would cancel the summit, they returned to the strategy of encouraging cooperation again. In the consensus stage, they implemented the Bargaining type and renewed their stance of giving minimum concessions in exchange for maximum gain. In the Implementation and Transition stage, the behaviors of rejection, failure, and non-compliance were prominent. This could be analyzed as taking a stronger position to minimize losses due to concession. During the second summit, North Korea adopted the Bargaining and Blocking types. First of all, the Bargaining type was deployed until the second summit Consensus stage as a continuation of the follow-up phase after the first summit. North Korea adopted a strategy of minimum concessions in exchange for maximum gain in the Opening and Intermediate stages, and a strategy of minimizing concession losses as the US practically rejected their proposals in the Consensus stage. In the subsequent Implementation and Transition phase, the behaviors such as refusal, non-response, and non-implementation were prominent. In particular, with the Stockholm working-level negotiations in October 2019 as a starting point, they switched to the Blocking type. Combining the two cases, North Korea adopted the Breakthrough or Bargaining types in the Opening and Intermediate stages, the Bargaining type in the Consensus stage, and the Bargaining or Blocking type in the Implementation and Transition stage. With the exception of the implementation and transition phase of the second summit, all strategies deployed were coping strategies. In the case of the first summit, in which North Korea adopted coping strategies during the Implementation and Transition stage, follow-up negotiations were agreed upon, but at the second summit, the non-coping strategy deployed eventually led to the cessation of negotiations. In addition, the pattern that can be observed is: deploying the Breakthrough type mainly at the beginning of negotiations, transitioning to the Bargaining and Breakthrough types in the middle stages, and ending with the Blocking type in the final stages. This pattern also reveals that North Korea recognized the first and second summits as a connected process rather than separate negotiations.
