우리나라는 현재 상업용 항공기가 이착륙 할 수 있는 시설 및 서비스를 갖춘 15개의 공항을 운영하고 있다. 국제공항은 인천국제공항 등 8개 공항이며, 국내 전용 공항은 광주공항 등 7개 공항이 있다. 지방공항 국내선은 2000년까지만 해도 내륙 간 노선이 대부분 이었으며 2000년 전후로 고속도로 신·증설이 확대 되고, 2004년 KTX 경부선 개통으로 육상교통 수단이 좋아져 내륙 간 노선이 큰 폭으로 감소하며 전체 국내선 수요도 감소세로 돌아 섰으나, 2005년 한성항공을 필두로 저비용 항공사가 속속 출범하며 제주노선 위주로 운항하여 전체여객 또한 증가로 바뀌었다. 2017년에는 전체 국내선 중 제주노선의 여객 비중이 86.1%(1998년에 36.3%)를 기록하는 등 국내선이 제주노선 위주로 빠르게 바뀌어 왔다.현재 운영되고 있는 공항 중 인천, 김포, 김해, 제주, 대구공항을 제외한 10개 공항은 매년 적게는 수십억 원 많게는 백억 원대의 적자를 내어 왔다. 지방공항의 적자문제는 국회 및 언론 등을 통해 매년 해결해야 할 문제로 제시되고 있다. 이러한 적자 공항에 대한 평가는 공항운영자가 해당공항에서 발생한 수익에서 비용을 제외 했을 때 얼마만큼의 당기 손익이 발생했느냐에 대한 평가로, 공항에 대한 평가의 일부분일 것이다. 또한 지자체에서 지역공항 및 그 공항에 취항하는 항공사를 위해 도로 및 철도 등 접근교통유치 포상금 지급 등 다양하게 활성화에 노력하고 있다. 이러한 항공과 관광 분야의 협력 관계 속에서 이용객관점의 접근교통 편익분석을 통해 공항의 존재 가치를 확인하고, 지자체 및 지역 상공단체의 지방공항 지원 및 활성화 노력이 지역주민에게 얼마나 큰 편익을 제공 할 수 있는지 평가하고, 이용 편익의 일부나마 경제적 가치로 환산해 보고자 연구를 시작하였다. 본 연구는 공항 주변 거주민의 지역공항 이용에 대한 접근교통편익 산출에 대한 연구이다. 먼저 공항이용객의 거주지를 산출한 KT 통신데이터를 활용하여 지역 공항을 이용한 이용객의 거주지 분포를 파악하고, 항공통계 자료를 활용 지역 거주민이 지역 공항을 이용한 인원을 파악하여 접근교통 이용편익을 산출 한다. “직접이용편익”은 해당(지역) 공항의 운항 노선을 이용함으로써 타 대체공항을 이용하지 않아 발생하는 이용편익, 즉 해당공항이 부존재 한다는 가정 하에 대체공항 이용 접근비용에서 해당공항 접근비용 차감 하여 산출 한다. “잠재이용편익”은 해당 공항에 필요 노선이 운항하지 않거나 운항한다 하여도 운항 빈도가 낮아 타 지역 대체 공항을 이용함으로써 발생하는 잠재적 이용편익으로 타 지역공항 비용에서 해당공항 접근 비용을 차감하여 산출한다. 편익의 산출은 실제 운임, 통행료, 유류비와 시간가치를 화폐단위로 환산한 값을 포함한다. 2019년 항공통계 기준 내륙공항 중 국내선 제주노선 출발실적이 있었던 공항을 대상으로 하였으며, 내륙공항에 대해 제주노선이라는 동일한 기준으로 거주민의 접근교통 편익을 산정 하였다. 다행이도 연구기간인 2019년도에는 인천공항을 제외한 전 공항에서 제주노선 운항이 실적이 있어 전공항의 이용객 거주지 분포에 대한 자료를 산출할 수 있어 의미를 더했다.
The country currently operates 15 airports with facilities and services for commercial aircraft to take off and land. There are eight international airports, including Incheon International Airport, while the other seven airports, including Gwangju Airport, are exclusively for domestic flights. Until 2000, local airports had mostly inland routes, but land transportation was diversified with expanding of highway routes around 2000 and the opening of KTX Gyeongbu Line in 2004. As a result, the demand for all domestic flights has decreased due to a large decrease in the number of inland air routes, But in 2005, low-cost airlines, led by Hansung Airlines, were launched one after another, and the total number of passengers was also increased as Jeju routes were mainly operated. In 2017, the proportion of passengers on Jeju routes recorded 86.1% (36.3% in 1998), and domestic routes have changed rapidly. Ten of the airports currently in operation, excluding Incheon, Gimpo, Gimhae, Jeju and Daegu, have deficits ranging from as little as billions to as much as 10 billion won each year. The deficit problem at local airports is suggested to be resolved annually through the National Assembly and the media. The assessment of a deficit-producing airport would be part of an assessment of how much profit or loss occurred in the current term when the airport operator excluded the expense from the revenue generated at the airport. In addition, local governments are making various efforts to revitalize local airports by paying rewards for attracting access traffic, such as roads and railways, for airlines operating at regional airports. Under the cooperative relationship between the airport and the local government, a study was started to identify the value of the airport's existence through an analysis of the benefits of access traffic from the perspective of passengers, evaluate how much benefit local governments and local business organizations' efforts to support and promote local airports can provide to local residents, and convert some of the benefits into economic value. This study is on the calculation of access traffic benefits for the use of local airports by residents around airports. First, KT's communication data, which calculates the residence of airport users, identifies the location of the passengers using the local airport, and then uses the airport statistics data to identify the number of local residents using the local airport to calculate the benefits of access traffic. The "direct use benefit" shall be calculated by deducting the cost of access to the airport from the cost of access to the alternative airport, assuming that the airport does not exist, by using the route of operation of the relevant (local) airport. The "potential use benefit" is the benefit of using alternative airports in other regions due to the lack of required routes at the airport or low frequency of operation, and is calculated by deducting the cost of accessing the airport from the cost of other regional airports. The calculation of benefits includes the actual freight, tolls, fuel costs and time value converted into monetary units. Based on airport statistics in 2019, it was targeted at inland airports where Jeju routes had departures, and the benefits of access traffic for residents were calculated on the same basis as Jeju routes. Fortunately, in 2019, during the research period, all domestic airports except Incheon International Airport had a record of operating Jeju routes, so data on the distribution of passengers' residences at all airports could be calculated.
