It’s no doubt that China’s cultural industry has developed a lot successfully. The driving force behind the development is the huge scale, including 1.4 billion people and the identity of the world’s No.1 export country, and the representative characteristics are the state-dominated economy and the relevant promotion policy. Especially the policy embodies through the convergence between the Chinese government and the public. So far there is large room in detecting the factors promoting the development of China’s cultural industry from the macro level. This study focuses on the 70-year development of Chinese cultural industry from 1949 to 2019, it is divided into three stages correspondingly: the first stage(1049-1999) with an aim to boost the reform and opening-up policy, the second stage(2000-2011) with the intention to guarantee strong competitiveness under the WTO system, the third stage(2012-2019) with a purpose of building the core industry of the national economy. Through the analysis, three Chinese-oriented reasons which are obviously different from other countries can be obtained, namely, economies of scale, network effect and last-mover advantage all have played indispensable roles to stimulate the advance of Chinese cultural industry. And the development degree of Chinese cultural industry is related to the influence of the change of cultural industry-involved social system.
