중국의 동북-연해지역 간 소득격차와 구조전환에 관한 연구 / A Study on the Income Disparity Between the Northeast and Coastal Regions in China and the Structural Transformation

본 연구는 중국의 성/시별 자료를 이용하여 중국의 동북-연해지역 간 소득격차와 구조전환에 대해서 분석하였다. 지역 간의 소득격차가 발생하는 원인을 분석하기 위해 ‘두 지역 간의 농업 내와 비농업 내의 소득격차 채널’, ‘노동력 이전 채널’과 ‘두 지역 간의 농업과 비농업 간의 소득격차 채널’ 세 부분으로 나누어 분석하였다. 두 지역 간의 농업 내와 비농업 내의 소득격차 채널’은 동북지역과 연해지역이 농업 부문 내와 비농업 부문 내에서 발생하는 소득격차를 설명하는 채널이다. ‘노동력 이전 채널’은 비농업과 농업 간 노동력 이동을 통해서 소득격차를 설명하는 채널이다. ‘두 지역 간의 농업과 비농업 간의 소득격차 채널’은 동북지역과 연해지역이 농업과 비농업 간의 소득격차를 설명하는 채널이다. 동북지역과 연해지역 간 소득격차가 발생시키는 원인 중에서 ‘두 지역 간의 농업 내와 비농업 내의 소득격차 채널’과 ‘두 지역 간의 농업과 비농업 간의 소득격차 채널’ 도 중요하지만 분석결과 노동력의 재배치가 연해지역과 동북지역 간의 소득격차가 발생하는 제일 큰 원인임을 확인할 수 있었다. 개혁개방 시작하기 전에 잘 발전하였던 동북지역이 연해지역에 비해서 뒤떨어지는 이유는 농업 부문에 종사하는 노동인구가 비농업 부문으로 제시간 이동하지 못 하였기 때문이다. 연해지역에서 도시 임금 수준은 동북지역 보다 훨씬 더 많다. 이 것 때문에 연해지역에서 농촌인구 더 높은 임금을 받기 위해서 빠른 속도로 도시로 이동한다. 반면에 동북지역에서 도시 임금 수준이 높지 않기 때문에 농촌인구가 도시로 이동하는 속도가 느리다. 동북지역을 연해지역처럼 진흥시키려고 하면 농업에 종사하는 노동력이 농업부문에서 비농업으로 이동하는 것을 추진해야 한다. 이것을 위해서 동북지역의 도시 임금 수준을 올려야 한다. 노동 집약적인 산업 도 많이 새워야 한다.
In this paper we discussed the convergence between northeast regions and coastal regions in China. The northeast region used to be one of the most well developed regions in China before the Reform and Open in 1978. After the Reform and Open Plan was launched it is easy to find that the coastal regions become much more well-developing than the northeast regions. We decomposed the convergence between the coastal and northeastern regions into three components according to the methodology used by Caselli and Coleman to see whether structural transformation leads to regional income convergence in China. The measure of convergence can be decomposed into three channels: convergence of incomes within each industry (within - industry income convergence channel), convergence in the industrial composition of the labor force (labor reallocation channel), and convergence of the economywide average agricultural income to the average nonagricultural income (between - industry income convergence channel). By analyzing all the three channels we find that labor reallocation channel play the most important role in the convergence between the coast and northeast. And we found that the average yearly earnings in cities of coastal regions is much higher than its counterpart in northeast regions. That can cause the agricultural population to move to cities and work in non-agricultural industries. And labor reallocation in northeast regions need to be accelerate to in order to catch up with the coastal regions. Raising average yearly earnings in cities in northeast and setting up more labor intensive companies can help accelerate the labor reallocation in northeast regions.
