After several years of rapid development with reform and opening-up, China’s international trade in recent years has developed from a small circle at the reform and opening-up period into a truly big chain. China leaped to the top one exporter across the world in 2009 and its export earnings eventually reached $1.2 trillion. China accelerated its foreign trade pace especially after 2001 in which she joined WTO. In 2013, China was not only staying the same place in export trade, but achieved $2.2 trillion of export scale as well. China’s export exceeded that of America by 40% and the size was larger than the summation of both German and Japanese exports. At the same time, China’s economy growth rate reached 6.9% in 2015, becoming the lowest rate during 24 years of development. Under this circumstance, this paper referenced the New-New trade theory and selected a panel data from 27 manufacturing in China from 2003 to 2014. First, we used slacks-based measure model in non-parametric data envelopment analysis to calculate the Malmquist productivity index. Then, we put CO2 into the analysis as a bad output, used D-SBM model to calculate ML index considering the environmental factors. In this way, we concluded that there is not a large gap between productivities and green productivities. It shows that now China is still using the extensive pattern of economic growth mode and regulatory measures taken by the Chinese government is not tough enough for improving the environmental condition.Second, we analyzed the relationship between productivity and export by using Grange Causality test. And eventually we found that on causal relationship, productivity or green productivity led the export, however the export may not have increased the productivity as a result. That is the export might not be the reason for productivity enhancing in manufacturing industry.Last, in accordance with the result of Granger Causality test, we made a further test for the effect of productivity on export. We took productivity or green productivity as a dependent variable and chose the export as an independent variable, then by applying the analysis of regression, we got the result that there is a positive relationship between productivity and manufacturing export business. The same result as the Green productivity.Therefore, above conclusion conforms to the New-New trade theory principles, then we can say that compared with domestic market, the enterprise with higher productivity will be more willing to choose export, while the enterprise with lower productivity would rather choose domestic market.
