The purpose of this study is to analyze the college preparatory education policy of ethic minorities and suggest the implications of policy improvement for future tasks. For this purpose, Cooper’s four dimensions of educational policy theory, which enables an individual to understand policy-making for education through various perspectives, was used in analyzing.The findings of this study were as follows.First, the normative dimension consists of equality and unity, and a well-rounded education which can be confirmed by constitutional principles and relevant regulations. Due to historical, geographical, cultural, economic and other factors, most of the ethnic minority students lack an equal opportunity for education, which has also caused many social problems. In view of the weak cultural foundation and social abilities of ethnic minority students, the government has set up the college preparatory education policy by dropping entrance scores requirements, and after one or two years of preparatory education courses, more minority students obtained equal opportunities for higher education. Through decades of practical experience, minority preparatory policies have been confirmed to also played a great, positive role in achieving national equality, national unity and common prosperity of all ethnic groups. Ethnic unity is China's fundamental principle in handling any ethnic issues as well as the core of the country's ethnic policies. The college ethnic preparatory education policy aims at improving the basic cultural knowledge, helping to adapt to college life in advance, and developing ethnic minority students' potential by cultivating their all-round talents, which always shows in the diversity of preparatory education courses, and is a requirement for social activities, thus establishing a correct outlook on life and values.Second, the structural dimension contains the policy environment, law, an organization’s structure, and financial support system. With the implementation of development strategies in the west, many fields including education are also growing fast. However, they are still far from catching up with those of the developed areas in the east. It suggests that the government should pay more attention, and emphasize the need to make a special systematic law applicable to the preparatory education of ethnic minorities to guarantee more equality. In addition, as governmental financial support in the western region increases, allocating the funds appropriately by a regular field study becomes more necessary.Third, the constitutive dimension consists of government, colleges, ethnic minorities, an individuals. In order to improve policies and overcome the negative impact of a top-down bureaucratic system, the local institutions should be given more authority and do more research to realize how minority students think, and figure out what is really good for minority areas before the education policy is formulated and implemented. In the case of the college, the study pointed out the independence of the preparatory school’s internal structure, leading to the lack of integration of the learning process. Therefore it should establish the organizational relationship for mutual cooperation. Speaking of the educational courses, in order to improve students' learning ability and increase their enthusiasm for learning, aside from the basic subjects regulated by the government, a variety of cultural experience courses, lectures, social practices etc should be set up as well. In terms of enrollment, there should be a call on universities in the more developed cities to pay more attention to the minority students in the west, and to strengthen the communication between the developed areas and the western minority areas. In order to promote the return of ethnic minority students to their home after completing their higher education, the government should increase support efforts to provide more opportunities for those students to contribute to their communities in minority areas. Moreover, the particularity of ethnic minority preparatory education prescribes higher requirements for teachers, which suggests a need for a more strict teacher selection system and training system.Forth, the technical dimension incorporates the development, practice and assessment of college preparatory education policies. Analyzing the processes of the preparatory education policy would find ways to improve it further. After the preparatory education showed up, with the continuing expansion of the scale of preparatory schools, the number of ethnic minority students has seen a dramatic increase, and the quality of their training has also been concerned with this process. At the same time, preparatory education, in its role as a facilitator for the number of minority students to come into contact with society, not only should improve the students' knowledge, but also should pay attention to the mental health of minority students.This study has limitations because it is a study conducted by using secondary data rather than direct interviews or questionnaires with actual subjects and members. Therefore, it is necessary to collect first-hand data in the field in the future research and development by using this model.
