China introduced the socialist market economy and achieved rapid economic growth by determining the "Chinese economic reform" from 1978. At the same time, the industrial and labor market structures have drastically changed. Accordingly, it has been confirmed that problems of urban poverty have been worse due to the occurrence of an increase in the poor in urban communities in China, structural complications of the poor and polarization between income brackets. Thus, this study aimed to clarity the causes of poverty in Chinese society from an overall perspective through an empirical analysis of the effects on the reality and properties of household poverty in urban areas of China and determination of household poverty.This study used the 2006 data of China General Social Survey (CGSS) sampled from all over China. The dependent variable in this study was the presence or absence of poverty, and the poverty line was set based on 50% of the regional median income with the application of household equivalence scales by using the concept of relative poverty. The independent variables consisted of four aspects such as differentiated characteristics in the labor market (job title, ethnic group, and agreement of legal domicile and place of residence), regional characteristics (residential areas), human capital characteristics (educational level of householders and presence or absence of disability) and household characteristics (gender of householders, marital status, the number of household members, and the number of working household members).In order to understand the general properties of urban households in China and distribution of poverty, this study used a descriptive statistical analysis, Chi-square test, t-test and ANOVA. In order to verify the influence of the determinants of poverty of urban households in China, this study used a binominal logistic regression analysis.The main results are as follows: First, this study calculated the poverty rate of urban households in China by applying the common poverty standard all over China (40, 50 and 60% of the median income) and regionally different poverty standard (40, 50 and 60% of the median income by region). In addition, it was confirmed that there were differences in the distribution of poverty between regions.Second, this study examined the household characteristics between poor and general households in urban areas. The results showed that there were substantial differences in the characteristics between these households. Based on the analysis results, poor households generally had differentiated characteristics in the labor market (householder as a temporary employee, minority householder, and householder in disagreement of place of residence and legal domicile). Moreover, their residential areas generally had the regional characteristics in underdeveloped areas (northeast, western and central regions), low human capital characteristics (householders with a low educational level and householders with disabilities), and vulnerable household characteristics (female householders, households at a younger age, households with a large number of members, divorced-lost-separated from a spouse, and households with a small number of employees).Third, this study analyzed the influence of the determinants of poverty of urban households in China by logistic regression analysis. It was verified that the household poverty in urban areas of China was affected by householders' job title ethnic group legal domicile educational level and marital status household scale and the number of household members. On the other hand, the results showed that the residential characteristics presence or absence of their disability and their gender and age did not have a significant effect. Accordingly, it was confirmed that the factors of the differentiated characteristics in the labor market with the human capital and household characteristics had a significant effect on the determination of household poverty in urban areas of China.The academic and policy implications of this study are as follows: First, this study analyzed the reality, properties and determination of household poverty urban households all over China. This study is significant in that it compensated for the limitations in previous studies on individual and specific poverty groups and conducted an empirical analysis by household based on household income.Second, this study analyzed the effects such as differentiated characteristics in the labor market and regional characteristics on the determination of poverty in urban households of China from a number of different perspectives based on a personal view, social structure and environment, and regional perspective. This is significant in that previous studies on poverty suggest the need to focus the labor market discrimination and regional effects to understand the poverty of urban households in Chinese society.Third, the results of this study suggest that it is necessary not only to improve the individual and economic vulnerability of the poor in Chinese cities but also to actively explore policy solutions capable of preventing social structural differentiation. In particular, it is necessary to systematically develop anti-poverty policies such as creating regular employment capable of solving low wages and unstable employment conditions with the creation of better jobs, actively reforming the dual household registration system causing class discrimination, taking active measures to deal with poverty for underdeveloped areas, supporting human capital development for the poor, and establishing a series of employment systems such as a supply system and employment information so that the developed human capital can be used.
1978년대 이후 중국은 개혁ㆍ개방 정책 노선을 결정함으로써 중국식 사회주의 시장 경제를 도입하며 급속한 경제 성장을 이루었다. 동시에 산업 및 노동 시장 구조도 급격히 변화하고 있음에 따라 중국 도시 사회에서 빈곤 인구의 증가, 빈곤 인구의 구조적 복잡화, 아울러 소득 계층간의 양극화 양상이 나타나, 도시 빈곤문제가 점차 심화되고 있는 것으로 평가된다. 이에 본 연구는 중국 도시지역에서의 가구빈곤의 실태, 특성 그리고 가구빈곤 결정에 있어서 어떤 요인들이 어떠한 영향을 미치는지에 대하여 실증적 분석 접근함으로써 중국 사회에서의 빈곤 원인을 총체적 관점에서 규명하고자 하였다.본 연구는 중국 전역을 대상으로 표집된 China General Social Survey(CGSS) 2006년의 데이터를 활용하였다. 본연구의 종속변수는 가구 빈곤여부로, 이는 상대적인 빈곤 개념을 적용하여 권역별 가구균등화 중위소득 50%를 기준으로 빈곤선을 설정하였다. 독립변수는 노동시장 차별 특성(가구주의 취업 지위, 민족, 호적 본적지와 거주지의 일치 여부), 지역 특성(거주 권역), 인적자본 특성(가구주의 교육수준, 장애 유무), 가구 특성(가구주의 성별, 연령, 혼인 상태, 가구원 수, 근로 가구원 수)등 4개 측면으로 구성되었다. 분석 방법으로는 중국 도시 가구의 일반적 특성과 빈곤의 분포 등을 파악하기 위하여 기술통계분석과 Chi-square 검증, t-test 그리고 ANOVA 등을 활용하였으며, 중국 도시가구 빈곤 결정요인들의 영향력을 검증하기 위하여 이항 로지스틱 회귀분석을 활용하였다.본 연구를 통해 확인된 주요 분석결과는 다음과 같다. 첫째, 중국 도시 가구 빈곤의 실태를 살펴본 결과, 전국 공통의 빈곤기준(중위소득 40% ,50%, 60%)과 권역별 상이한 빈곤기준(권역 별 중위소득 40% ,50%, 60%)을 각각 적용하여 중국 도시가구 빈곤율을 산출하였다. 또한 권역 간의 빈곤분포에서 격차가 있었음을 확인하였다.둘째, 중국 도시지역 가구를 대상으로 빈곤 가구와 일반 가구의 특성에 대한 살펴본 결과 이들 가구 간에 상당한 특성 차이가 존재함을 확인할 수 있었다. 분석결과에서 빈곤가구들은 대체로 노동시장에서 차별된 특성(상용직 아닌 가구주, 소수민족 가구주, 거주지와 호적 본적지 불일치한 가구주)을 지닌 것으로 분석되었다. 이와 아울러 거주 권역은 대체로 저발전 지역 특성(동북, 서, 중부 권역) 및 낮은 인적자본 특성(교육 수준 낮은 가구주, 장애를 가진 가구주) 그리고 취약 가구 특성(여성 가구주, 저 연령층 가구주, 가구 내 인원 많은 가구, 배우자와 이혼, 사별, 별거 상태인 가구주, 가구 내 취업자 수 적은 가구)을 지닌 것으로 확인되었다. 셋째, 로지스틱 회귀분석을 통하여 도시가구 빈곤결정 요인들의 영향을 분석한 결과 중국 도시지역의 가구빈곤은 가구주의 취업지위, 민족, 호적 본적지 및 여타 가구주의 교육수준, 혼인 상태, 가구규모, 근로 가구원 수 등의 영향을 받는 것으로 검증되었다. 반면, 거주 특성, 가구주 장애 유무, 가구주의 성별과 연령은 유의미한 영향을 미치지 않는 것으로 나타났다. 이에 따라서 중국 도시지역의 가구 빈곤 결정에 있어서 여타 인적자본 특성, 가구 특성들과 함께 노동시장 차별 특성인 사회 구조적인 측면의 요인들이 체계적으로 유의미하게 영향을 미치고 있음이 확인 되었다. 본 연구가 지닌 학술적 및 정책적인 함의는 다음과 같다.첫째, 본 연구는 중국 전역 도시 가구를 대상으로 가구 빈곤 실태, 특성, 결정 양상에 대하여 분석하였다. 이로써 기존 연구들에서 개인 및 특정 빈곤 집단을 대상으로 접근한데의 한계점들을 보완하고, 가구 소득에 근거하여 가구단위로 실증적 분석을 하였다는 점에서 일련의 의의를 갖는다.둘째, 본 연구는 개인적 관점과 사회구조 및 사회 환경, 그리고 지역 관점에 입각하여 노동시장 차별 특성, 지역 특성 등 중국 도시가구 빈곤 결정에 미치는 영향을 다각적으로 분석하였다. 이는 기존 빈곤 연구들은 중국 사회의 도시 가구 빈곤 양상을 이해하는 데에 있어서 노동시장 차별과 지역 효과에 대한 주목이 역시 필요함을 시사해주는데 의의가 있다.셋째, 본 연구의 결과들은 중국 도시 빈곤층에게 개인 및 경제적 취약성을 개선할 뿐만 아니라 사회구조적 차별을 예방할 수 있는 정책적인 방안들이 적극적으로 모색되어야 함을 시사한다. 특히 질 좋은 일자리 개발과 더불어 저임금과 불안정한 고용상태 문제를 해결할 수 있는 상용직 일자리 창출, 신분적인 차별을 초래하는 이원 호적 제도에 대한 적극 개혁, 저발전 지역을 대상으로 한 차별화된 빈곤 대책들이 적극 강구, 빈곤층을 대상으로 한 인적자본 개발 지원과 더불어 개발된 인적자본을 활용할 수 있도록 공급 체계, 고용 정보 등 일련의 체계적인 고용 시스템을 구축 등 반-빈곤 정책들이 체계적으로 마련될 필요가 있다.
