This study mainly analyzed the historical change and the current status of primary and secondary art education in China, combines with the several major countries’ experience in school arts education, such as the U.S.A, Japan and South Korea, proposes the development direction and development programs of art education in china. The main purposes of this study are as follows:First, analyze the status of school art education in china, and identify the problems.Second, study the development process of school art education in china, summarize the different characteristics in different development periods.Third, compare and analyze the art education policy, curriculum reform, teacher training and art education program in the several major countries, such as the U. S. A, Japan and South Korea, and summarize their development characteristics and derive inspirations in school arts education.Finally, propose the development direction and development programs of school art education through the above analysis of the content of Chinese school art education in china.The major conclusions of this study could be summarise as follows:First, China’s historical development of school art education has distinctive times and social characteristics. China’s school arts education shows a different form through analysis of the historical development process in a different social background and historical context.Second, China's school art education of current development still exist many problems and has a long way to go. China's current school art education still exist many problems, such as lacking of understanding and awareness may directly influence the health and development prospects of school art education in China through analysis and research of the development of school art education, especially China’s school art education reform in the 21st century. From the current situation, we conclude that China's current school art education is still very weak.Third, it will provide a useful reference for the development of China’s school art education with the booming of arts education in the world. At present, many countries in the world have gradually recognized school art education have an important significance in school education system. Advanced countries in the world the useful experience of school art education provide a valuable reference value for the development of China’s school art education.Fourth, address the issues and grasp the opportunity to explore and seek genuine reform for our own development path. This study proposes the development direction and programs of China’s school art education. China's future school art education will be more concerned with the diversified and integrated direction, emphasis on the Chinese traditional arts and culture inheritance, and greater emphasis and implement the arts education philosophy of "people-oriented". The Chinese government, society, schools, teachers need to be strengthen cooperation and build a sound art education system, based on advanced countries arts education experience, focusing on arts education theory research and teaching practice. It will maximize the positive role of art education system in China.
