Due to the development of information technology which has moved forward by leaps and bounds, e-commerce has been developed quickly with its unique advantages which on behalf of the internet and computer and soon become the popular new way of business widely accepted by all over the world. As a new business model, e-commerce has broken the space and time limit, changed means of production, challenged the operation and management modes, facilitated information and capital circulation, accelerated the circulation of commodity for the whole society and reduced production costs effectively and improved competitiveness of enterprises. Besides, it also brought the international trade into an information age and promoted a new world widely transform in all sides of the society. To respond to the challenges of economic globalization and to seize the initiative of development it is the inevitable choice to speed up the development of e-commerce. Nowadays e-commerce has become the mainstream of business models all over the world. As a new business model which was first introduced into China in 1990s, e-commerce has been developed rapidly despite a late starting. Chinese government has been supporting the development of e-commerce to conform to the trend and has developed a series of laws that related to e-commerce successively to promote the rapid development of e-commerce. By the meantime, Chinese government has been strengthening the information base facilities constantly to narrow the gap in the level of e-commerce between China and the developed countries.It is known to all that SMEs are playing an important role in the economic activities in countries all over the world including China. Their importance is not because of the number that can not be overtaken but the employment opportunities that they provided for more than half of the population. By the same time, SMEs have created a considerable part of the national wealth that they have become an important force in the socio-economic sustainable development and an important factor in the prosperity and stability. So as important components of China’s national economy, SMEs are playing an important role in China’s economic life. But SMES are always in disadvantageous state in the market competition because of their own condition. During the development of the economy globalization in the world today, how to develop and improve the situation and enhance the competitive ability of SMEs has become an important issue when it comes to the e-commerce development of China.Appearance of e-commerce has changed this situation and provided a good opportunity and platform to SMEs to change the traditional operational process and overcome the restriction of time and space, so that size is no longer a great gulf fixed between large enterprises and SMEs. Therefore, how to use e-commerce which being developed based on internet technology as a competitive advantage to help SMEs to develop has become the focus. However, as the development of e-commerce in China is not yet well developed, there are some problems during the use of e-commerce especially for SMEs. So this article is about a study on making use of e-commerce with a view of SMEs. The paper analyzed the existing circumstances of using e-commerce and the successful cases of SMEs and found the problems in both outside and inside. In order to solve the problems and promote the development of e-commerce in SMEs, the paper attempts to raise several recommendations and strategies for both SMEs and the government to improve the situation. This article contents is divided into six parts and it started with a general review of e-commerce and SMEs, and then showed the existing circumstances of SMEs using e-commerce. Third, the article analyzed the successful cases of making use of e-commerce to explore the successful factors of SMEs. Fourth, through the analysis of the situation that discussed in the last two chapters to find the obstacles that affected e-commerce be used by SMEs. Fifth, after an analysis of these obstacles, this article suggested some development strategies for both the government and SMEs to improve the situation of using e-commerce. Finally, the article gave a simple summary that SMEs should take the great opportunity that e-commerce bringing and make full use of the conditions provided by the context to develop themselves well.
