세계경제의 단일화 추세로 인해 회계기준의 단일화 경향도 불가피 한 것으로 보인다. 1973년 6월 국제적 통일된 재무회계기준을 제정할 목적으로 영·미 등 선진국들이 영국 런던에서 국제회계기준위원회(IASC)를 설립하였고 국제회계기준서(IAS)를 공표하였으며 2002년에 국제회계기준(IFRS)로 변경하였다. 이후 국제회계기준을 수용 또는 수용할 예정이며 IFRS를 사용하는 국가가 115여 개국이고 2011년까지 150여 개국에 이른다고 하였다. 21세기에 들어와서 한국과 중국도 국제회계기준을 도입하기 시작하였다. 본문은 한국과 중국의 회계제도와 회계투명성에 대한 국내외 연구를 정리하여 비교하면서 양국 국제회계기준의 도입과정 또한 국제회계기준의 도입이 양국 회계제도와 회계투명성에게 영향을 논술하였다. 한국은 회계기준 국제화와 회계투명성 제고하기 위하여 2006년 2월에 국제회계기준도입준비단을 구성하며 2007년 3월에 국제회계기준 도입 로드맵을 발표하였다. 이에 따라 한국은 2011년부터 상장기업들은 국제회계기준을 의무적으로 적용할 예정이다. 중국정부는 회계기준의 세계화 추세에 맞추어 국제회계기준을 대폭 수용하여 2006년 2월에 재무부가 새로운 기업회계기준 기본준칙과 38개 회계준칙을 발표하였고 2007년부터 상장기업을 대상으로 시행하도록 하였다. 현재, 영·미 등 선진국이 국제회계기준의 제정과정을 주도하고 있다. 한국과 중국은 국제회계분야에서 자기 권익을 유지하고 더 많은 발안권을 가지려면 회계국제화과정을 가속하고 회계투명성을 제고하기 동시에 지역협력을 중시해야 한다. 본 연구는 한국과 중국 국제회계기준의 도입하고 이에 따라 한국과 중국의 회계제도와 회계투명성에 대한 비교하였는데 한국채택국제회계기준(K-IFRS)과 중국 신회계제도에 대한 구체적으로 비교하지 못하여 향후에는 이에 관한 연구를 필요하고 또한 국제회계기준의 도입이 한국과 중국 상장기업에게 어떤 영향을 줄 수 있는지에 관한 연구의 가능성도 있다고 생각한다.
The trend of global economic integration inevitably leads to the integration of accounting. In June 1973, in order to make a unified international financial and accounting postulate, Britain, America and other developed countries set up IASC in London and formulated IAS, which was renamed to IFRS in 2002. Nowadays, there are over 115 countries which have applied or have been preparing to apply IFRS, and the number will reach 150 in 2011. Among them, South Korea and China have started to apply IFRS in the 21st century. This paper has collected the relevant literature of accounting system and accounting transparency both in South Korea and in China; and made a comparation. Meanwhile, the process of applying IFRS and the effect brought by applying IFRS to the two countries’ accounting system and accounting transparency would also be introduced. For accounting internationalization development and transparency improvement, South Korea has founded preparation group for IFRS applying in February 2006, and has published IFRS application roadmap in March 2007. According to the roadmap, the listed companies in South Korea will begin to apply IFRS in 2011. Under the trend of internationalization of accounting standards, the Chinese government will apply IFRS in accordance with Chinese conditions, the new accounting standards was formulated in February 2006 and would be in practice in 2007. Nowadays, developed countries such as Britain and America control the process of establishing IFRS. If South Korea and China want to safeguard their own rights and gain more say in the process of establishing IFRS, they must accelerate the accounting international construction, then enhance the transparency and strengthen regional cooperation. Although a comparative study between South Korea and China in accounting system and accounting transparency is involved in this paper, the specific comparation between K-IFRS and China's new accounting standards is not mentioned here. It’s necessary to analyze the aspect in the later research. Meanwhile, it’s worth to study the influence to the listed companies both in South Korea and in China brought by applying IFRS.
