Along with the global trade liberalization development, the traditional import and export quantity quota, permit system technical barriers are attenuating gradually. Technical Barriers to Trade(TBT) is rapidly developing as a main form in stead of non-tariff barrier. Technical Barriers to Trade is established for the“protection of human, animal or plant life or health, of the environment or for the prevention of deceptive practices”. The object of the TBT Agreement is "to ensure that technical negotiations and standards, as well as testing and certification procedures, do not create unnecessary obstacles to trade". The provisions of the GATT 1947 contained only a general reference to technical regulations and standards. A GATT working group ,set up to evaluate the impact of non-tariff barriers in international trade ,has concluded that technical barriers were the largest category of non-tariff measures faced by exporters. After years of negotiations at the end of the Tokyo Round in 1979, the plurilateral Agreement on Technical Barriers to Trade(TBT) was established. The Standards Code, as the Agreement was called, laid down the rules for preparation, adoption and application on TBT was established. The WTO Agreement on Technical Barriers to Trade, or the TBT Agreement, has strengthened and clarified the provisions of the Tokyo Standards Code. The TBT Agreement, negotiated during the Uruguay Round is an integral part of the WTO Agreement. As the article 12 of the TBT Agreement, "Special and differential treatment of developing country members --developing countries may encounter special difficulties in the formulation and application of technical regulations and standards and procedures for assessment of conformity with technical regulations and standards, and desiring to assist them in their endeavours in this regard." But in actual trade, developed countries often protect their country trade commerce with TBT achievement as a method to limit developing countries' trade. Especially China, as the biggest developing country in the world, has received heavy limits and suffered serious losses extremely. This article is focus on the influence of Technical Barriers to Trade in China and how do china to deal with it.
