본 연구는 1996년에 출연연 재정정책의 하나로 도입된 PBS 제도의 정책변동을 최근 3개 정부에서의 변동원인과 결과를 중심으로 자율성과 책임성의 균형 확보 관점에서 분석하여 발전방안을 제시하고자 하였다. 이를 위해 PBS 제도를 포함한 출연연 관련 법령 변화 및 기존의 연구결과를 문헌분석을 통해 종합하는 질적 연구를 수행하였다. 분석에 따르면 PBS 제도는 경로의존적이면서도 분절적인 정책변동을 반복하며 정책유지와 정책승계를 지속하는 모습이었다. 그러나 수차례의 정책변동에도 불구하고 PBS 제도의 본래 목적인 출연연 예산 비효율을 개선하고 안정적인 예산환경을 구축하여 출연연의 자율성과 책임성의 균형을 확보했다고 보기는 어려웠다. 역대 정부에서 추진했던 PBS 제도의 정책변동은 정책환경과 정책과정, 정책내용 측면의 문제가 서로 얽혀 한계를 표출하였다. 따라서 여러 문제 간의 상호연계성을 고려하면서 동시에 각 정책문제에 대응하는 혁신방안을 제시하였다. 정책환경이 유발하는 문제를 제거하여 정책변동의 원인을 완화하고 정책결과로 나타나는 문제들이 다음 정책변동에서 또 다른 문제의 원인으로 작용하지 않도록 정책과정의 합리성과 정책내용의 혁신성을 높일 수 있는 과제를 논의하였다.
This work aims to analyze the Project-Based System (PBS) for Government-Funded Research Institutes (GRIs) over the previous three administrations by applying the theory of policy change from the perspective of securing autonomy and accountability, suggesting future directions for policy innovation. The analysis was conducted through a qualitative research method, comprehensively examining legislative changes related to PBS and existing research results through literature analysis. The analysis showed that the PBS system has repeated path-dependent and fragmented policy changes, being under policy changes of 'policy maintenance' and 'policy succession.' However, despite several policy changes, it was challenging to say that PBS has achieved the intent of introducing the system, which was to improve the budget inefficiency, establish a stable budget environment, and secure a balance between the autonomy and responsibility of GRI. Policy changes in PBS implemented by previous administrations were interconnected regarding the policy environment, policy process, and content, raising interrelated problems. In order to address each policy issue, innovative solutions were proposed considering the interconnectedness of various problems. Discussions were also conducted on enhancing the rationality of policy processes and the innovativeness of policy content to mitigate the causes of policy changes by eliminating the problems from the policy environment and to prevent reverberating the results of policies into the causes of the following policy.
