최근 5년간(2018~2022) 우리나라 교통사고는 교차로 내의 측면직각 충돌 사고와 보행자 사망사고가 높은 비중을 차지하고있다. 교차로 내 도로 이용자의 안전성 확보를 위해 보행자 사고 및 교통 지・정체가 빈번히 발생하는 곳에 경찰이 투입되어 현장 단속을 수행하고 있으나, 현장 단속은 인력 부족, 공정성 시비, 단속 중 사고 위험 증가 등의 문제에 직면하고 있다. 이러한 문제점을 해결하기 위해 경찰청에서는 영상분석 기술을 기반으로 위법 행위를 단속할 수 있는 무인교통단속장비를 개발하는 연구를 진행하고 있다. 해당 장비의 설치 효과를 살펴보기 위해 기존 무인교통단속장비 효과분석에 사용된 지표를 검토하였다. 교통사고 데이터를 기반으로 교통사고 위험지수(Accident Risk Index; ARI)를 활용한 효과분석이 일반적이나, 교통사고 자료 확보에 오랜 시간이 소요되며, 데이터 품질 및 수량 제한으로 신뢰성과 정확성 결여로 인해 신속하고 정확한 효과를 평가하는 데 한계가 있다. 따라서 본 연구에서는 대리안전지표(Surrogate Safety Measure; SSM)를 기반으로 영상분석기술 기반 무인교통단속장비의 효과를 평가할 수 있는 지표를 개발하고, 해당 지표를 활용함에 따른 기대효과를 도출하고자한다. 연구를 통해 제시한 분석 지표는 다양한 교통환경에서 도로 이용자의 안전성을 평가할 수 있을 뿐만 아니라 단속 효과가 미미한 지점의 무인교통단속장비를 재배치할 수 있는 근거자료로써 활용할 수 있을 것으로 기대된다.
In recent five years (2018-2022), traffic accidents in Korea have shown a high proportion of side-impact collisions within intersections and pedestrian fatalities. In order to enhance the safety of road users within intersections,police officers are deployed to conduct on-site enforcement at locations where pedestrian accidents and traffic congestion frequently occur. However, on-site enforcement face difficulties such as lack of manpower,disputes over fairness, and the risk of traffic accidents during enforcement. To address these issues, the police agency is conducting a research project to develop an automated traffic enforcement system based on videoanalysis technology. In order to examine the effectiveness of the equipment, the indicators used to analyze the effectiveness of existing automated traffic enforcement system are reviewed. While effectiveness analysishas traditionally been performed using the Accident Risk Index(ARI) based on traffic accident data, it has limitations due to the time-consuming process of collecting accident data, as well as issues with data qualityand quantity, leading to a lack of reliability and accuracy in evaluating effectiveness. Therefore, this study aims to develop indicators based on Surrogate Safety Measures(SSM) to evaluate the effectiveness of the automatedtraffic enforcement system based on video analysis technology and derive expected benefits from using these indicators. The analysis indicators presented in this study are expected to be useful not only for assessing roaduser safety in various traffic environments but also as a basis for relocating automated traffic enforcement systems installed at locations where there is little or no enforcement effect.
