2000년 이후 한국에서는 다양한 정치개혁 논의와 실험이 전개되었다. 그러나 그 시도들은 성공보다는 실패에 가까운 경험으로 점철되었다. 지난 21대 국회의원선거에서 시행된 준연동형비례대표제는 단적인 사례였다. 지금까지 정치개혁 시도들이 실패한 데는 그것이 ‘거부점’에 직면하여 좌초했기 때문이었다. 거부점이란 정책의 실행을 가로막는 어떤 제한과 진입장벽을 말하는데, 정치행위자들은 이를 활용하여 자신들의 정치적 이득을 극대화하고자 거부권 전략을 구사한다. 따라서 정치개혁이 성공하려면 이를 효과적으로 통제할 수 있어야 한다. 그런데 지금까지 전문가들은 정치개혁에서 제도적 합목적성과 정합성의 시각에 국한되어 거부권 행사의 문제를 충분히 숙고하지 못하였다. 이 글은 선거제 개편 논의를 중심으로 정치개혁이 거부점에 부딪히는 현상들을 분석해 보고, 개혁 성공을 위해 어떤 거부점 통제전략이 필요한가를 논하였다.
Since 2000, various political reforms have been discussed and experimented with in South Korea. However, these attempts have been marked by failures rather than successes. The semi-proportional representation system implemented in the 21st National Assembly election was a clear example. The reason for the failure of political reform attempts can be attributed to encountering ‘veto points’. Veto points refer to limitations and barriers that hinder the implementation of policies. Politicians utilize these veto points to maximize their political gains and employ ‘veto power strategies’. Therefore, in order for political reform to succeed, effective control over these veto points is necessary. However, so far, experts’ discussions on political reform have been limited to institutional suitability and compatibility, failing to adequately consider the issue of veto power strategies. This article analyzes the phenomena in South Korean political reform that encounter veto points, with a focus on discussions of electoral system reform, and discusses what strategies for controlling veto points are necessary for the success of reform.
