연구의 목적은 노후산업단지 재생사업의 문제점과 재생사업 추진요인을 도출하고, 우선순위를 도출하는 것이다. 연구방법은 문헌연구, 인터뷰, 설문조사, AHP분석을 실시하였다. 본 연구의 결과는 다음과 같다. 첫째, 노후산업단지재생사업 추진요인에 대해 1계층 요인에서 시행주체와 입주기업의 상반된 인식 차이가 있다. 시행주체는 물리적 요인을최우선 순위으로 인식한 반면, 입주기업은 입지적 요인을 최우선 요인으로 인식하였다. 시행주체는 과거부터 기존 법령의 사업범위에 해당하는 물리적 요인에 중점을 두고 재생사업을 추진한 반면, 입주기업은 임대비 상승과 도시형 업종대체등으로 기존 기업의 이전가능성이 높아졌기 때문이다. 둘째, 2계층 요인에 대해 시행주체는 기반시설 부족을 최우선순위로 인식한 반면, 입주기업은 토지비‧임대비 상승을 최우선 순위로 인식하였다. 시행주체는 오랜 시간경과로 인해산업구조 및 교통수단변화에 따른 기반시설용량 부족에 대한 대책이 가장 중요하며, 입주기업은 산업단지 주변 부동산개발 압력 증대로 인한 기업이전 방지에 대한 대책을 가장 중요한 것으로 인식하였다. 따라서 향후 재생사업 추진시시행주체의 사업범위를 물리적 개선에서 입지적 요인까지 확대하는 것이 필요하며, 세부적으로 기반시설의 용량 확대를비롯한 입주기업 이전 방지대책이 마련되어야 한다는 점을 제시하고 있다.
This study was undertaken to identify and prioritize the problems and driving factors for regenerating old industrial complexes. The research methods employed in this study include literature reviews, interviews, surveys, and AHP analysis. Our results revealed that the implementing agency and the occupying companies differ in their perceptions regarding the driving factors for regenerating old industrial complexes at the first-level factors. The implementing agency prioritizes physical factors, whereas the occupying companies prioritize locational factors. The implementing agency focuses on regenerating projects primarily based on physical factors, which fall within the scope of existing laws and regulations. Contrarily, the occupying companies consider the potential for relocation of existing businesses due to rising rental costs and the replacement of urban industries. When considering the second-level factors, the implementing agency perceives the lack of infrastructure as the highest priority, whereas the occupying companies prioritize the increase in land and rental costs. The implementing agency considers addressing the shortage of infrastructure capacity resulting from long-term changes in industrial structure and transportation as the most crucial measure, whereas the occupying companies consider preventing business relocation due to the increasing pressure from the development of surrounding real estate in industrial complexes as the most important factor. Taken together, our results indicate that in future regeneration projects, it is necessary to expand the scope of the implementing agency from physical improvements to locational factors and to develop specific measures such as expanding infrastructure capacity and preventing business relocations for occupying companies.
