건설산업은 타 산업대비 노동집약적이고 정부의 규제, 건축 업무의 오랜 관습으로 인해 자동화가 어려워 생산성이 증가하지 못하고 있다. 건축설계 과정 중 초기 단계인 기획업무는 기초 설계를 위한 대지 및 측량, 법규검토 등에 관한 업무를 수행하므로 대부분의 법규검토가 이루어지는데 건축가는 법규검토를 위해 상위법과 하위법 모두를 검토해야 한다. 하지만 온라인으로 확인이 가능한 상위법과 지역조례와 달리 도시계획 중인 지구단위계획구역에 대한 시행지침은 검토를 위해서는 행정기관에 직접 방문하여야 하는 어려움이 있다. 이에 국내에서는 자동으로 법규를 검토하여 초기 기획안을 도출해주는 기술이 개발되었으나, 데이터베이스 상에 검토되는 법규 중 상위법과 하위법 일부만 포함하고 있어 정확도가 낮아 활용하는데에는 한계가 있다. 따라서 본 연구에서는 지구단위계획구역에 대한 데이터를 통합할 수 있는 전산화 방안을 제안하고자 한다. 이를 위해 첫째, 법규 자동검토 서비스 및 지구단위계획구역에 대한 현황 조사를 실시하였다. 둘째, 공개된 데이터를 기반으로 경계구역, 관련 도면 및 법규 데이터를 수집하였다. 셋째, 데이터가 저작도구에서 원활하게 구동할 수 있도록 도면 데이터의 Layer 설정 및 법규 문장을 코드화하였다. 넷째, 저작도구에 활용하기 위한 데이터 구축하고 저작도구를 구현하여 데이터베이스를 검증하였다. 연구결과 도시지역 일반 상업의 경우 기존 서비스의 법규검토의 범위가 동일하였다. 하지만 지구단위계획구역 내 필지의 경우 구축한 데이터와 구현한 저작도구에서 생성한 초기 설계안이 적법한 결과가 나타났다. 본 연구를 통해 지구단위계획구역 데이터를 통합하여 법규검토에 소요되는 시간 및 인력을 절감할 수 있을 것이며, 빠른 초기 기획안 생성을 통해 기획업무의 효율성을 높일 수 있을 것으로 기대된다.
The construction industry is more labor-intensive than other industries, automation is difficult and productivity is not increasing due tolong-standing government regulations and construction practices. Early in the architectural design process, many legal reviews are conductedfor site surveying, legal review, and other tasks related to basic design, but architects must also review upper and lower laws. However,unlike high-level laws and local ordinances that can be found online, the enforcement guidelines for district unit planning areas during cityplanning are inconvenient to visit administrative agencies directly for confirmation. Korea developed a technology to automatically reviewlaws and derive initial planning plans, but only some of the laws reviewed on the database are included, so the accuracy is limited. Therefore, in this study, we propose a computerization plan that can integrate data on district unit planning areas. To this end, first, a surveywas conducted on the status of the automatic legal review service and district unit planning area. Second, based on the published data,boundary area, related drawings, and legal data were collected. Third, the layer setting of the drawing data and the legal sentence werecoded so that the data could be driven smoothly in the authoring tool. Fourth, the database was verified by constructing data for use inauthoring tools and implementing authoring tools. As a result of the study, for general commerce in urban areas, the scope of legal reviewof existing services was the same. However, in the case of a parcel within a district unit planning area, the data constructed and the initialdesign plan generated by the implemented writing tool showed legal results. Through this study, it is expected that the data of districtplanning areas will be integrated to save time and manpower for legal review, and that the initial plan will be generated quickly to increasethe efficiency of planning work.
