The purpose of this study is to prepare a Korean-style global citizenship education plan suitable for a multicultural society. The rapid change to a multicultural society and the COVID-19 pandemic raise the need for more active interest and participation in global issues. At this point, this study begins with a theoretical discussion on the concept, content, and trend of GCED, and examines the contents of GCED pursued by major international organizations such as UNESCO and Oxfam and major countries that are practicing GCED by way of example. By analyzing cases, it was attempted to prepare a plan for the goal, target, content and method, and operating system of Korean-style global citizenship education suitable for a multicultural society. In addition, five major characteristics of global citizenship education in a multicultural society are summarized. Global citizenship education transcends the existing distinction between the state and civil society, and at the same time has a transformative meaning to change the paradigm of citizenship. It is hoped that Korea, which has entered a multicultural society, will become a new leader in global citizenship education by embracing this educational paradigm.
