本研究は日本の在日韓国人の帰国事業に対する李承晩政府の対日外交政策を合理的行為者モデルを通じて分析したものである。 一連の空白期を含む約30年間の帰国事業の間に、北朝鮮に渡った在日韓国人は計9万人にのぼる。また、そのうち90%を超える人々が北朝鮮ではなく韓国出身者であった。このように在日韓国人が高度成長期に入った日本でもなく、故郷である韓国でもない北朝鮮を選んだ理由は何だろうか。これについて本研究では合理的行為者モデルを用いて李承晩政府の在日韓国人の帰国事業に対する外交政策を分析することにより、「北送阻止」という消極的な政策を展開せざるを得なかった理由を考察した。その結果、李承晩政府において、国内政治問題の解決および在日韓国人の国籍問題に対する認識不足などの原因により、在日韓国人に対する政策的代案を明確に示せなかったという結論を下した。 要するに、李承晩政府が韓日会談で在日韓国人の帰国事業よりも大村収容所の収容者に対する送還要請に関する論議を活発に進めたのは、国内政治および経済問題を解決するための合理的な意思決定だったということだ。
This study analyzed the Rhee Syng-man administration’s foreign policy toward Japan on Japan’s return project to North Korea through a rational actor model. Over the past 30 years, including a series of vacancies, a total of 90,000 South Koreans have moved to North Korea. More than 90 percent of them were from South Korea, not North Korea. Why did Koreans living in Japan choose North Korea, not Japan or South Korea, which has entered a period of high economic growth? In this study, we examined the reason why the Rhee Syng-man administration had to adopt a negative policy of “preventing North Koreans from returning to Japan” by analyzing the foreign policy of the Rhee Syng-man administration using the rationalist model .As a result, it was concluded that the Rhee administration was unable to come up with a clear alternative policy for Koreans living in Japan due to the resolution of domestic political issues and the lack of awareness of the nationality issue. In other words, the Rhee Syng-man administration’s controversy over the repatriation of Korean residents in Japan was a rational decision to resolve domestic political and economic problems.
