This paper tries to analyze the issues and traits of multiculturalism in Korea through the news media and the government budget expenditures on multiculturalism. Many different races and genres appeared in the analysis of the broadcast media but they do not represent the balance of the reality of multiculturalism in Korea. The broadcast media dealt with human rights and international marriage problem as social issues. In recent the issues are expanded to welfare and culture as a variety of genres are appeared. But the image of multicultural family is standardized. The media analysis locates the differences between Dong-A Ilbo (conservative) and Hankyoreh (liberal) newspapers related to multiculturalism. In the field of education, Dong-A Ilbo includes a lot about general education for understanding and cultural events and policy PR related to multiculturalism, while Hankyoreh deals with labor and employment as well as health and medical articles. Regarding the contents of multiculturalism, Dong-A Ilbo emphasizes policy PR articles while Hankyoreh covers social issues like human rights, labor and employment discrimination, and health and medical support. Through the budget analysis an emphasis was seen on individual education directly related to the target of multicultural families and relieving and solving the problems they face. The budget analysis shows that there is a lack of interest in building a policy infrastructure for enhancing the capacity of multicultural families. One trait of budget expenditures is the huge amount going for multicultural families. Of this money, the highest percentage of the budget is for visiting education and multicultural family support centers. The training of people on site, education program development, and textbook support also receive a small share of the budget. PR and single event programs tend to have very large budgets. Multicultural education for domestic citizens is very low.
