Emergencies such as natural disasters or terrorist attacks seriously threaten the safety of urban residents. The regional centralized development of cities has increased the difficulty of evacuation. In order to avoid traffic congestion caused by large-scale vehicle evacuation, a time-division delayed evacuation planning method is proposed for urban traffic emergency evacuation with disaster warning information in this paper. It makes up for the shortage of existing methods that cannot handle the time-dependent evacuation demand well. Based on the network flow model, the time-division delayed method is used to control the loading time and routes of the evacuation demand by discretizing evacuation demand and optimizing the dynamic origin-destination (OD) demand. In the case study and analysis, the method avoids the traffic congestion caused by the surge of dynamic evacuation demand and improves evacuation efficiency.
