According to the Competency Model, the composition of human ability and quality not only has measurable knowledge and skills, but also has ability and potential that is not easy to be quantified. in order to ensure that the evaluation index can scientifically reflect the relationship between people and posts, it is necessary to choose appropriate evaluation methods to quantify the evaluation indicators. In this paper, how to use the Behaviorally Anchored Rating Scale (BARS) to evaluate qualitative indexes is discussed in detail.
