We used the literature review to find out how to develop the E-TLE concept, system, and implement in Indonesia. The main problem in Indonesia is due to the lack of equipment to support all traffic systems and the accuracy of the inference algorithm varies greatly depending on the size of the collected data sample. In this study, we find out all the problem that can be cause by the system and find out how to solve all the problem using the literature review method for identifying, understanding, and transmitting information to help E-TLE system. Finally, we concluded the big data is must for implementing the E-TLE system. Furthermore, GPS and radar sensor is the critical data beside CCTV for enforcement of electronic traffic law.
