A study of the evolutionary approach to decision allocation in C2 organizations, and an analysis of the decision structure and the division of decision authority in C2 organizations. Construct three decision models and give some of the attribute factors that influence decision allocation; propose decision allocation based on multi-attribute group decision theory method and improve the expert empowerment method in group decision making to improve the objective rationality of attribute empowerment; based on the changes in attribute Expert authority dynamic empowerment method and decision mode leap mechanism are used to achieve the evolution of multi-stage decision allocation. Finally, the simulation experiment proves the reasonableness of the decision authority allocation and evolution mechanism.
