Environmental emergencies typically have the characteristics of dynamic and suddenness. The construction of a monitoring system and data collection are the key foundations for the management of emergencies. Based on an unmanned aerial vehicle (UAV) and Internet of Things, an integrated data collection platform of the ground for environmental events is built. Firstly, a scheme with a high load and heavy wheelbase is selected to construct the UAV node delivery system. Secondly, the data aggregation UAV subsystem is constructed by taking the coping measures of the high-endurance UAV. Thirdly, the nodes of the ground monitoring system are designed to scatter the sensing nodes by clustering, which forms a layer of the cluster tree emergency monitoring network and collects the data. Finally, the feasibility of the design method is verified through practical experiments.
