Aiming at the inaccuracy in the control of speed or torque in an electro-hydraulic servo speed control system that the double cell vane motor is used as the actuator, the mechanism of flow fluctuation rate in the motor was analyzed. The influence of the numbers of vane under typical cam rings on instantaneous volumetric displacement was analyzed. The fluctuation rate of volumetric displacement is barely related to the radial telescopic acceleration of sliding vane. Meantime, the relationship between the soft and hard rush points of transition rings on cam ring and the fluctuation of volumetric displacement were discussed. Finally the relationship between the numbers of vane and the fluctuation rate in the volumetric displacement was given.
