It is presented in this paper a new procedure for checking the quality of fire-resistant fluids and issuing permits for their use in steam and gas turbine lubrication and control systems. It provides an overview of the basic chemical composition for such fluids, the anticipated difficulties associated with manufacturing them in Russia, and the requirements for obtaining a permit to use equivalent Russianmade fluids. Furthermore, it outlines the joint efforts and knowhow exchange between Mosenergo, Inter RAO, Rosenergoatom, RusGidro, and Power Machines, JSC as key players engaged in harmonizing the use of fire-resistant fluids in the Russian power generation industry. A second purpose of this paper is to describe a research and development project aimed at building a laboratory bench that assists in the evaluation of the properties and longevity of several different types of fireresistant fluids and mixtures. The results of physico-chemical studies, tribological properties, results of mixing/compatibility tests and the results of chromatographic studies of the new Russian-produced turbine fire-resistant oil are introduced.
