Aiming at the consistency verification problem between capability requirements and project technical specifications in Chinese military requirement reform for a new era, a consistency verification concept definition and theoretical model of military requirements and project technical indicators is given. Based on the greedy algorithm of interval cover and set cover problem, a consistency verification method for capability requirements and project technical specifications is propose. From the two aspects of the effectiveness and performance of the algorithm, the method is verified and evaluated. The simulation results show that this method can be used to check and analyze the requirements and project consistency under a certain index and can im-prove the operation efficiency of the algorithm while ensuring a small ap-proximate ratio. As an example, for the interval coupling index consistency verification problem under the condition of 15 projects, the greedy algorithm has an approximate ratio of 1.022, with a 3.0% reduction in the success rate and a 112.1-fold increase in the time efficiency compared with the global search method.
