This paper constructs a high-quality development index system for tourism in Jiangsu Province based on the five development concepts and the seven dimensions of innovation and vitality and public health, and analyzes the high-quality development of tourism in Jiangsu Province using data mining techniques. The tourism development level of 13 prefecture-level cities in Jiangsu Province from 2010 to 2020 was measured through the entropy weight method, and regional differences were analyzed using the Moran index. The study shows that the overall development level of tourism in Jiangsu Province has improved, but there are still obvious regional differences, in which the development level is higher in the southern part of Jiangsu Province, while the central and northern parts of Jiangsu Province are relatively lower. At the same time, the high-quality development of tourism in Jiangsu Province has a spatially positively correlated aggregation effect and shows an increasing trend, but the degree of aggregation is low, and the overall pattern of weak agglomeration.
