This article main research of Substation Automation and Dispatch SCADA system intergrated communication protocol technology, and proposes using IEC61850 ACSI core service as the communication protocol of substation dispatch automation system to replace the currently used IEC104 protocol. Firstly, the requirements and objectives of information exchange between the substation automation system and the dispatch SCADA system were analyzed. Based on the decomposition of the objectives, a specific communication scheme based on IEC 61850 was designed in three parts: model, graphics, and data. Designed a three-part communication scheme for modules, graphics, and data that meets the IEC61850 standard. Through the expansion of the model and the definition of transmit file conform to SCD(Substation Configuration Description) format implement model compatible. Through SVG and SSD(Substation System Description) implement graphics compatibility. Through the MMS and IED multi agent technology implement data compatibility. Finally, an integrated platform supports both substation and SCADA system which is compatible with the international standard was developed based on this solution. The capability and the usability have been approved by theoretical calculating and site applying. As a conclusion, a better solution that realizing the secondary integration technic compatible with the current technology condition had been provided in this article.
