Based on the characteristics of having many sub-websites in the Grade 3A Traditional Chinese Medicine Hospitals, a portal website system is built to meet the requirements of the third-level security system for network information protection, ensuring the defense capability of the system. The system is constructed using a dynamic clustering method, combines with a rich authority level division and audit function and a reasonable and effective information release management system is formulated to streamline the editing and review process. A safe website scheme is proposed to meet the requirements of the third-level protection. This improves the protection ability of the hospital portal and solves the problem of multi-headed information release management. It also stimulates the enthusiasm of collaborative work within each department and effectively promotes the medical characteristics and expertise of each department.
