This paper proposes a broadband multi-beam programmable antenna based on 1-bit broadband programmable elements. The form of the antenna is a two-dimensional planar reflection array. The antenna has the advantages of broadband, miniaturization and beam reconfiguration. The antenna is composed of 256 1-Bit broadband coding elements, with a scale of $16 \times 16$. By changing the coding state of elements at different positions in the array, the desired multi-beam can be obtained. Through simulation, we get the radiation patterns of dual-beam, three-beam, which verifies the feasibility of the antenna.
