A $16\times 16$ reconfigurable reflectarray antenna is designed, fabricated, and measured with low power consumption. The element is reconfigured by a FET transistor instead of a PIN diode. The beam scanning performance can be obtained by controlling the bias voltage on each element. The measured results demonstrate the beam scanning capability. The antenna operates at C band with a gain of 17.5dB and a scanning range of ±60° while the control power is only 0.74mW.
