With the gradual increase of the load capacity in the distribution network, the capacity of the distribution network lines in the power grid tends to be insufficient, and the lines need to be expanded. The popularization of demand side flexibility resources in virtual power plants(VPP) and the large-scale application of energy storage provide solutions to the above problems. In this paper,a two-layer planning model of distribution network that comprehensively considers the demand side flexibility resources of VPP and combined output of photovoltaics and storage is proposed. The Garver-6 bus system is taked in this paper as an example to carry out distribution network planning. The results of the calculation example shows that the addition of the demand side flexibility resources and energy storage reduces the planning cost of the distribution network, and also improves the consumption rate of photovoltaics. It can provide reference for future power system planning.
