This paper analyses the role of scientific knowledge in European administrative decision-making and cooperation between EU and Member State authorities. It discusses how information can be transformed into knowledge in the context of administrative discretion and examines different types of knowledge, such as uncertain, individual or collective knowledge, with a view to their integration into the legal system. The competences of the EU in the collection and transfer of scientific knowledge are delineated, taking into account the principles of subsidiarity and proportionality. While general administrative law falls under the sovereignty of Member States, the EU can support knowledge sharing to ensure effective and equivalent implementation of EU law. The EU provides knowledge infrastructure through research programs and bodies such as the EU Civil Protection Knowledge Network with the potential to strengthen cooperation without infringing on national sovereignty.
